� 1 <br /> Musco Family Olive Company, racy Plant Page 3 of 3 <br /> San Joaquin County 19 November 2014 <br /> Mr. Leikam and I continued to discuss matters related to the LCRS testing and concluded the site visit <br /> around 2:15 PM. <br /> 3. Inspection Summary: <br /> After viewing the new Ponds C and D I was very impressed with how clean the site was left after <br /> construction. Also, visually it seemed like the liner contractor did a good job laying and joining the primary <br /> liner. After watching the LCRS test there is some concern how the Discharger will be able to consistently <br /> perform the test year after year seeing that the Discharger has to start and stop the test to exchange water <br /> tanks and each time the tank is changed the Discharger has to recalibrate its flowmeter(time it takes to fill <br /> a 5-gallon bucket). Furthermore, the flow from the tank changes as the head pressure falls as the tank is <br /> drained. Finally, there is concern as vulnerability of the wastewater distribution system to inadvertent <br /> damage (see photo#$). <br /> 4. Recommendations: <br /> Based on the results of the LCRS test and accompanying site inspection, I have the following requests: <br /> 1. Request the Discharger to update their O&M manual for the LCRS testing procedure so it complies with <br /> WDRs section C.15 and MRP R5-2014-0125 section A.S. <br /> 2. Request the Discharger to install freeboard markers in Ponds C and D as required by WDRs Order R5- <br /> 2014-0125 section D.15 and include documentation of such installation as part of WDRs Provision <br /> H.11.a. <br /> 3. Request the Discharger to provide an updated schematic of piping from the olive processing facility to <br /> the ponds, which includes all routing and valves (shutoff, diversions, etc.) as part of WDRs section C.6, <br /> C.12 and Provision H.11.a. <br /> 4. Request the Discharge provide an updated schematic and O&M manual of LCRS monitoring and <br /> pumping system that complies with WDRs section D.12 as part of WDRs Provision H.11.a. <br /> It is my understanding that these requests will be addressed in the future either in the submittal of a final <br /> Construction Quality Assurance Report or in future deliverables specified in the provisions of the current <br /> WDRs and MRP. <br /> Vi oo JW', P.E. <br /> Water Resources Control Engineer <br /> Title 27 Permitting and Mines Unit <br /> 1 Attachment <br /> Attachment 1.
