Box 388 • Stockton, CA 95201-0388 <br /> 209/468-3420 <br /> REGARDING: DISPOSAL SITE EXEMPTION PERMITS <br /> (FOR DISPOSAL OF FOOD PROCESSING AND PACKING WASTES TO LAND <br /> AND DISPOSAL SITE PERMITS FOR ANIMAL FEED YARDS) <br /> DISPOSAL SITE EXEMPTION PERMITS: <br /> The disposal of food processing waste and food packing waste to land may only be permitted <br /> following a public hearing. This hearing is to determine that this disposal site can be exempt from <br /> a Solid Waste Facility Permit based on the following findings (Title 14, Section 18215, California <br /> Code Regulations). <br /> (1) The exemption is not against the public interest. <br /> (2) The quality of solid waste is insignificant. <br /> (3) The nature of the solid waste poses no significant threat to health, safety, or the <br /> environment. <br /> • An application fee of$390.00 must be remitted with each completed application for each site. <br /> An annual permit fee of $156.00 will be assessed. <br /> • Notice of the time and date of the required hearing will be mailed. <br /> DISPOSAL SITE PERMITS FOR ANIMAL FEED YARDS: <br /> Animal Feed Yards are those facilitates which feed three (3) or more animals, other than hogs, of <br /> swill, offal, food processing waste vegetable and fruit packing waste or garbage not produced on <br /> the premise or site and which meets the land use requirements. San Joaquin County Ordinance <br /> Code Section 502101(a) <br /> "Animal Feeding Yards" are required, in addition to meeting land use requirements, to possess a <br /> valid "Disposal Area Permit", obtainable through the San Joaquin Local Health District. San Joaquin <br /> County Ordinance Code Section 5-21-1(g), 5-2600 and 5-2608. <br /> Hog Farms are exempt from a "Disposal Area Permit" providing the feeding operation is conducted <br /> entirely pursuant to and in conformity with a permit issued by the State Department of Agriculture. <br /> An application fee of$390.00 must be remitted with each completed application for each site. No <br /> public hearing is required for this permit unless requested by the applicant to appeal conditions or <br /> denial of the "Disposal Area Permit."
