S A N J 0 A Q I I I Irl Environmental Health Department <br /> CCUNTY <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> NASCO ELECTRIC SIGN CO INC 3180 N AD ART RD, STOCKTON October 16, 2019 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 102 CCR 66262.11 Failed to determine if a waste is a hazardous waste. <br /> OBSERVATIONS: <br /> -Spent paint booth filters are disposed of in the trash without first making a hazardous waste determination. <br /> -Acetone rags are dried and disposed of in the trash without first making a hazardous waste determination. <br /> -Two full black metal 55 gallon drums of unknown liquid were observed at the front of the property near the southern <br /> fence. <br /> -Three grey 5 gallon buckets of unknown contents were observed at the front of the property near the southern <br /> fence. One contained what appeared to be dried paint. One was approximately 25%full of an oily liquid. <br /> -One white 5 gallon bucket approximately 75%full of gravel was observed at the front of the property near the <br /> southern fence. <br /> -Six 1 gallon paint buckets were observed at the front of the property near the southern fence. <br /> -One blue and one white plastic 1 gallon containers of unknown contents were observed at the front of the property <br /> near the southern fence. <br /> REGULATION GUIDANCE: Any person who generates a waste shall determine if the waste is a hazardous waste <br /> as specified in Title 22 California Code of Regulations(CCR). There are wastes that are listed as hazardous <br /> wastes. There are wastes that exhibit one or more of the hazardous waste characteristics:toxic, corrosive, reactive <br /> or ignitable. <br /> CORRECTIVE ACTION: Immediately stop disposing of acetone rags and paint booth filters to the trash, make a <br /> hazardous waste determination for each waste, and manage it according to Title 22 CCR. Use Safety Data Sheets <br /> (SDS),waste sampling and test results or other knowledge to support your hazardous waste determination. Waste <br /> testing must be done using methods specified in Title 22 CCR including sections 66261.20-24. <br /> Submit a statement and supporting documentation with your hazardous waste determination. Demonstrate current <br /> storage and labeling for wastes determined to be hazardous wastes. Provide disposal records for wastes <br /> determined to be hazardous wastes and stored longer than the number of days specified in Title 22 CCR for your <br /> hazardous waste generator status. <br /> This is a repeat violation, Class II. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by November 15, 2019. <br /> Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate ($152).
