Forklift <br /> maintenance is done onsite by Watts Equipment Co. Inc., 17547 Comconex Rd., Manteca, CA 95336. Bills of lading <br /> were not observed during the inspection for the following date range: February 2, 2018(business start date)- <br /> October 22, 2019. <br /> REGULATION GUIDANCE: <br /> Persons generating,transporting, or receiving used metal oil filters shall use a bill of lading to record the transfer of <br /> used oil filters. Bills of lading must indicate generator,transporter, and receiving company names, addresses, <br /> telephone numbers,the quantity and size of used oil filter containers transferred, and the date of transfer.A copy of <br /> each bill of lading must be kept on the premises of the generator,transporter, and receiving facility where the used <br /> oil filters were handled. Copies of bills of lading shall be kept for a period of three years. <br /> CORRECTIVE ACTION: Immediately obtain all missing bill of lading recycling records that can be found. Used <br /> metal oil filters not stored, handled and disposed of according to this section are regulated as hazardous waste. <br /> Provide a corrective action statement, bill of lading recycling records and supporting documentation to the San <br /> Joaquin County Environmental Health Department(EHD)within 30 days. <br /> This is a minor violation. <br /> Overall Inspection Comments: <br /> An inspection checklist was provided to the facility operator on the day of inspection. The EHD has written the <br /> complete report on October 25, 2019 which replaces the initial checklist. <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, within 30 days of receiving the complete inspection report. <br /> Waste Streams: used coolant, used absorbent, oily sludge, oily solids, used oil, drained used oil filters <br /> Documents Provided: Return to Compliance Certification and Corrective Action Statements document, <br /> Hazardous Waste Emergency Information (modified contingency plan)form, EPA ID application, hazardous <br /> waste labeling information, schedule of free CUPA classes <br /> Notes: <br /> - Observed one black 55 gallon drum containing oily sludge with lacking hazardous properties and <br /> accumulation start date. This was corrected onsite by Juan Carlos Del Rio by adding the missing information. <br /> - Observed one black 55 gallon drum containing oily water with a torn hazardous waste label lacking name <br /> and address of generator, hazardous properties, physical state, composition, and accumulation start date.
