E)
TARGET
December 18 , 2018
Elianna Florido
Environmental Health Specialist
San Joaquin County Environmental Health A .
1868 E Hazelton Ave . RECEl
Stockton , California 95205
DEC 1 8 2018
RE : Target Store T0313 — Stockton
EPA ID# : CAR000219048 ENVIRONMENTAL HEALTH
DEPAR NEVAT
Dear Ms . Florido ,
In order to demonstrate compliance with findings associated with the inspection of Target Store
T0313 on October 17 , 2018 , Target Corporation provides the following responses to the alleged
violations .
# 1 (114) Failed to send generator manifest copies to DTSC within 30 days. fCCR
66262 , 23 (a ) (4)
Response : Target Corporation has an established agreement with our waste vendor to submit a
generator copy of hazardous waste manifests to the appropriate government agencies on behalf
of Target where required and in accordance with the regulations within the timeframe specified .
The process used to submit manifests to DTSC is as follows ;
Once service is completed at the local store Clean Harbors teams are to sign as both the
transporter and agent of the generator. A copy of the manifest is created and the
original carbon generator copy is left onsite . The photo copies are collected at Clean
Harbors respective branches and mailed into the DTSC .
Target' s Corporate Compliance team has confirmed with Clean Harbors that the referenced
manifests have been submitted to DTSC per policy . Per guidance from DTSC ;
The Department of Toxics Substances Control ( DTSC) takes every precaution to ensure
the accuracy of data in the Hazardous Waste Tracking System ( HWTS ) . However,
because of the large number of manifests handled , inaccuracies in the submitted data ,
limitations of the manifest system and the technical limitations of the database , DTSC
cannot guarantee that the data accurately reflect what was actually transported or
produced .
Target will continue to have our waste vendor submit generator manifest copies to DTSC within
30 days of shipping hazardous waste .
Corporate Compliance & Ethics , 33 South 6`h Street , CC-3625 , Minneapolis , MN 55402
