San Joaquin County <br /> Environmental Health Department <br /> 1868 East Hazelton Avenue, Stockton, California 95205-6232 <br /> Telephone:(209)468-3420 Fax:(209)468-3433 Web:www.s'gov.org/ehd <br /> RCRA Large Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> TARGET T1862 1 10424 TRINITY PKWY, STOCKTON January 22, 2019 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 118 CCR 66265.16(a-c)Failed to complete training on hazardous waste management and emergency response <br /> procedures. <br /> Based on the types of violations observed,the facility employees are not trained on proper hazardous waste(HW) <br /> handling or the training provided has been inadequate. <br /> The following observations were made in the hazardous waste storage area: <br /> -A tote labeled as Guest Service Desk Box B ESIM SORT Bin was found containing a bag of used paper towels. <br /> The paper towels did not have any markings indicating which item the paper towels were used for.According to <br /> Jennifer Treantos,the Executive Team Leader for Logistics, the paper towels should have been labeled with the <br /> HW tote the item and towels used on the item should be placed in (IMG 3742-3743). <br /> -A tote labeled as Corrosive Acidic HW was found containing bagged HW items, however the label did not have an <br /> accumulation start date(IMG 3752-3753).The following items were found in this Corrosive Acidic HW tote: <br /> -A Covergirl Trublend pressed powder, marked with a label stating"ST indicating the item should have been <br /> placed in a tote designated for State Regulated Waste(IMG 3754-3755). <br /> -A bag of used absorbent without any markings indicating what item the absorbent was used for(IMG 3756). <br /> When asked how it was determined the absorbent should be placed in this tote,Jennifer Treantos,the Executive <br /> Team Leader for Logistics, stated the absorbent should have been labeled with the HW tote the item and absorbent <br /> used on the item should be placed in. <br /> - A Kristin Ess moisturizer, labeled as"ST(IMG 3757). <br /> -A Covergirl Outlast All-Day Foundation, labeled as"ST(IMG 3762-3763). <br /> -A tote labeled as State Regulated Waste Non-RCRA Hazardous(ST)was found containing bagged HW items, <br /> however the label did not have an accumulation start date(IMG 3806-3807). <br /> -A HW tote labeled as Flammalbe/Aerosol/Toxic was found containing an ELF face primer labeled as"ST"(IMG <br /> 3808-3810). <br /> -A HW tote labeled as Corrosive Basic was found containing the following(IMG 3813): <br /> -Thera Breath oral rinse labeled as"ST"(IMG 3814-3815) <br /> -Up& Up glass cleaner labeled as"ST(IMG 3816-3817) <br /> Personnel who handle hazardous waste shall be trained within six months of assignment and take part in an annual <br /> review of the initial training received. At a minimum,the training program shall be designed to ensure that facility <br /> personnel are able to respond effectively to emergencies by familiarizing them with emergency procedures, <br /> emergency equipment, and emergency systems, including where applicable: <br /> 1. procedures for using, inspecting, repairing, and replacing facility emergency and monitoring equipment; <br /> 2. key parameters for automatic waste feed cut-off systems; <br /> 3. communications or alarm systems; <br /> 4. response to fires or explosions; <br /> 5. response to ground-water contamination incidents;and <br /> 6. shutdown of operations. <br /> The owner or operator shall maintain the following documents and records at the facility: <br /> 1. the job title for each position at the facility related to hazardous waste management, and the name of each <br /> employee filling each job; <br /> 2. written job description for each position listed above; <br /> 3. written description of the type and amount of both introductory and continuing training that will be given to <br /> FA0015147 PR0525969 SCO01 01/22/2019 <br /> EHD 22-03 Rev.09/22/16 Page 6 of 8 RCRA Large Quantity Hazardous Waste Generator OIR <br />
