Box 2009 • (1601 East Hazelton Avenue) •Stockton, California 95201 <br /> (209) 468-3400 <br /> MARK TOLLINI ' <br /> MANAGER PORT OPERATIONS <br /> PORT OF STOCKTON L <br /> P O BOX 2089 �J J �J i'lt x.10 7 1993 <br /> STOCKTON CA 95201-2089 <br /> RE: PORT OF STOCKTON - BERTH #9 SITE CODE: 12829 <br /> UNDERGROUND STORAGE TANK REMOVAL SITE <br /> San Joaquin County Public Health Services, Environmental Health Division (PHS- <br /> EHD) has completed the evaluation .of the May 8, 1991 overexcavation that was <br /> conducted for the remediation of the 12,000 gallon underground storage tank which <br /> contained crude oil #6. <br /> During the excavation of the contaminated soil from the original tank pit, a <br /> "grab" sample of the groundwater was collected and submitted for laboratory <br /> analyses along with soil samples taken from the bottom, sidewall, and the <br /> stockpiled soil. <br /> In a prepared report by William Hunter dated July 1, 1991 detailing the <br /> excavation activities, all samples collected of both the soil and the groundwater <br /> were nondetectible for petroleum hydrocarbons. Included in Mr. Hunter's report <br /> was a request of site closure certification based upon the nondetection of <br /> contaminants following the remediation activities. <br /> On August 19, 1991, PHS/EHD denied closure and, prior to the evaluation of site <br /> closure certification, instructed the property owner to conduct a groundwater <br /> investigation. <br /> On March 9, 1993 and on August 3, 1993, the Port of Stockton requested that <br /> PHS/EHD evaluate the former tank site for closure certification. <br /> PHS/EHD has re-evaluated the tank excavation and sampling activities based upon <br /> site specific priority standards. PHS/EHD shares the Port's opinion that <br /> monitoring wells indiscriminately placed within the Port of Stockton property <br /> will not provide adequate or beneficial groundwater quality data appropriate to <br /> the overall site condition. <br /> Therefore, this letter confirms the completion of site investigation and remedial <br /> action at the above site. With the provision that the information provided to <br /> this agency was accurate and representative of existing conditions, it is our <br /> position that no further action is required at this time. <br /> Please be advised that this letter does not relieve you of any liability under <br /> the California Health and Safety Code or Water Code for past, present, or future <br /> operations at the site. Nor does it relieve you of the responsibility to clean <br /> up existing, additional or previously unidentified conditions at the site which <br /> cause or threaten to cause pollution or nuisance or otherwise pose a threat to <br /> water quality or public health. <br /> Additionally, be advised that changes in the present or proposed use of the site <br /> may require further site characterization and mitigation activity.
