Washington, Stockton, CA, Port of Stockton
Tank removal and cleanup
On or about January 30, 1989, aim Thorpe Oil, Inc. tried to remove one (1)
10,000 gallon underground heating oil tank on the grounds of the Port of Stockton
at the above location. We encountered a problem removing the tank because of the odd
shape and no lifting eyes were on the. tank. A San Joaquin local Health District re-
presentative was on site at that time. When we disturbed the tank, an area approx-
imately 6 inches square flaked off/out of the bottom of the tank and allowed a small
amount of residual heavy heating oil to leak into the excavation at the north end.
The oilwas a very heavy and viscous residue and did not spread over a wide area. We
had to -get a different piece of equipment to lift the tank out of the hole, so it was
decided by the San Joaquin Local Health District representative and us to take samples
the next morning. When the tank was removed later that day, we were able to clean up
the spill and placed the sand/oil mixture on plastic and covered it with same on the
job site.
Samples were taken from the excavation the next morning. January 31, 1989, and
the results (Sample ID nos. Tank #1 North and Tank 91 South) showed "Nondetectable"
from the soil samples taken from both ends of the tank excavation. The Health District
Ih$s a copy.of the soil sample analysis on file.
A resample of the product line excavation is being required/requested at this time
and we intend to remove all contaminated!'soil from the site at one time.
If'any more information is required, please cal] our office.
JIM THOIRPE OIL, IHC.
+
4.ichaard Thorpe
President
i
RT/tkt
