The current appearance of the site is shown in Figures <br /> 6 and 1 . <br /> Because some soil contamination was found in the tests results, <br /> which will be discussed later herein, further work was required <br /> to define the problem. <br /> On !~larch 20, 1989 a "Soil Re-Excavation Work Plan" was submitted <br /> to the SJLHD by JTO. <br /> In a letter dated May 4 , 1989 (App. A-8), the SJLH.D added sev- <br /> eral items that needed to be addressed in the work plana These <br /> items were either added to the ori,;inal or discussed in addendum <br /> pages. The amended plan is given in Appendix A-7. According to <br /> JTO, verbal permission was given to implement the proposed re- <br /> excavation plan. <br /> The railroad ties between the first excavation and the concrete <br /> loading dock t:,ere removed, with the rails being left in place. <br /> _. Permission from the various railroads involved had been obtain- <br /> ed. <br /> This area ( the pipeline route) was then excavated to an <br /> approximate 12 feet x 10 feet x 8 feet deep (Figs. 4 & 5b) . <br /> On July 10, 1989 Canonie Labs collected double samples from five <br /> locations in the second excavation described above. All sampling <br /> was witnessed by a representative of the DHS. Quality control <br /> procedures as described above were followed. The samnles were <br /> tested for STXE (prep. 5030) and TEPH (prep. 3550) GCFID. A dis- <br /> cussion of the results is given under Tests Results herein. <br /> All clean soil was returned to the pit by JTO about two months <br /> after the tests were run. The soil replaced was judged to be <br /> free of contamination by the tests results and inspection by <br /> sir:ht and smell . <br /> On Oct . 3, 1989, the DHS sent a letter to the Port of Stockton <br /> r(-yarding health protection procedures that should be followed <br /> (Aar. A-12) . <br /> JTO informed Xltn. J. Hunter & Associates that a proper response <br /> had been made answering all concerns expressed by the DHS, but <br /> no written data could be found. <br /> 4 <br />
