GROUNDWATER INVESTIGATION REPORT
2201 WEST WASHINGTON
WHARF 9, PORT OF STOCKTON, CALIFORNIA
FIELD WORK PERFORMED
INTRODUCTION
In the original Hunter & Associates (WJH) report, it was
stated that there was no evidence of groundwater
contamination; however, discussions with the San Joaquin
County, Environmental Health Division (EHD) personnel
indicated that they had concern that this had not been
proved and that they wanted further investigations made.
Proposals for shallow borings and testing around the tank-
pull area were made by WJH, feeling that the groundwater
had not been impacted and that the contamination found had
been the result of casual spills along the railroad tracks.
The contractor, Thorpe Oil, Inc. (JTO) and Port Authorities
felt that the area could be checked thoroughly by a second
excavation and sampling without doing borings, and that this
could be done at less cost. Several telephone conversations
and (to this writer's knowledge) one meeting was held with
EHD personnel in March, 1991, regarding an alternate plan.
WJH was not involved in these discussions. After tentative
approval had been given verbally by EHD to JTO and the Port
of Stockton, WJH was contacted regarding the re-excavation
and plans were made for sampling and testing.
Attachment # 2: RE-EXCAVATION AND SOIL REMEDIATION PLAN,
dated March 22, 1991, was submitted to EHD and was approved
for implementation.
The following report details work done on the re-excavation,
as proposed in Attachment # 2, soil and groundwater sample
collecting, tests performed, results of tests and conclus-
ions.
Eleanor Ratliff, EHD and James Maughn, RWQCB were on site at
about 12:00 noon and observed the pit and portions of the
sample collecting.
FIELD WORK
A cooler chest, blue ice and lab certified sterile, glass
vials, 3" brass tubes, Teflon end-cover cloth for the
tubes, plastic caps and chain-of-custody forms were picked
' up by WJH from FOL Laboratories, Stockton, CA. JTO, WJH and
Port_personne_l-_(AldoFreggario)_were_ on site,- May 8,8_1991,
2
