The written operating instructions for the waste water treatment system did not include the screen print waste <br /> stream. <br /> 2. The facility could not provide a record of the dates, concentrations, amounts, and types of all treated hazardous <br /> waste. <br /> REGULATION: <br /> (6) The generator shall prepare and maintain written operating instructions and a record of the dates, <br /> concentrations, amounts, and types of waste treated. Records maintained to comply with the state,federal, or local <br /> programs may be used to satisfy this requirement,to the extent that those documents substantially comply with the <br /> requirements of this section.The operating instructions shall include, but not be limited to, directions regarding all of <br /> the following: <br /> (A) How to operate the treatment unit and carry out waste treatment. <br /> (B) How to recognize potential and actual process upsets and respond to them. <br /> (C) When to implement the contingency plan. <br /> (D) How to determine if the treatment has been efficacious. <br /> (E) How to address the residuals of waste treatment. <br /> (7) The generator shall maintain adequate records to demonstrate to the department and the unified program <br /> agency that the requirements and conditions of this section are met, including compliance with all applicable <br /> pretreatment standards and with all applicable industrial waste discharge requirements issued by the agency <br /> operating the publicly owned treatment works into which the wastes are discharged.The records shall be <br /> maintained onsite for a period of five years. <br /> CORRECTIVE ACTIONS: <br /> 1. Update the written operating instructions to include the screen print waste stream. <br /> 2. Start maintaining a record of the dates, concentrations, amounts, and types of waste treated. Maintain records <br /> for the treated waste streams including the dark room, anodizing, etching and screen print waste waters. For each <br /> waste stream separately list the date it is discharged to T1/T2,the amount in gallons and the chemical composition <br /> of the waste water before treatment. List the chemicals discharged. Maintain separate records for the dark room, <br /> anodizing, etching and screen print waste waters. Also record when the commingled waste water is transferred <br /> from T1/T2 to T3/T4/T5 and then discharged to the City of Lodi sewer system.
