OBSERVATION : Designated facility signed copies of Uniform Hazardous Waste Manifest (UHWM) numbers were not foundn-site: -00572865KS ( 10/26/2016) -009772753FLE ( 11 /16/2016) -006686957SKS ( 11 /19/2018) -066391348SKS (8/27/2018) REGULATION GUIDANCE : A hazardous waste generator shall keep a copy of each manifest signed in accordance with section 66262 . 23(a) for three years or until the generator receives a signed copy from the designated facility which received the waste . This signed copy shall be retained as a record for at least three years from the date the waste was accepted by the initial transporter. The hazardous waste generator must submit a copy of the manifest to the California Department of Toxic Substances Control ( DTSC ) within 60 days if the destination facility signed manifest copy is not received from the transporter or designated facility. CORRECTIVE ACTION : Locate a copy of the destination facility signed manifests and send a copy to the San Joaquin County Environmental Health Department ( EHD) . If the destination facility signed manifests cannot be found then send to DTSC a copy of each generator signed manifest and a statement that the designated facility signed copy was not received by the generator. DTSC address is DTSC Report Repository, Generator Information Services Section , PO Box 806 , Sacramento , CA 95812-0806. Provide a corrective action statement to the EHD within 30 days . This is a repeat violation , Class II . 11 HSC 25160 . 2 (b) (3) Failed to keep copies of consolidated manifesting receipts for three years . OBSERVATION : Copies of consolidated manifest receipts from 2/23/2017 , 9/27/2017, 2/14/2019, 2/25/2019 , 5/20/2019 for hazardous wastes including used oil and parts washer fluid were not found on site during the inspection REGULATION GUIDANCE : The generator shall retain each consolidated manifest receipt for at least three years . This period of retention is extended automatically during the course of any unresolved enforcement action regarding the regulated activity or as requested by the department or a certified unified program agency. CORRECTIVE ACTION : Immediately locate a copy of all consolidated manifest receipts and maintain them on site . Provide a copy of the consolidated manifest receipts and a corrective action statement to the San Joaquin County Environmental Health Department. This is a minor violation .
