San Joaquin County
Environmental Health Department DIRECTOR
Donna Heran, REHS
2 as.G
y y` 600 East Main Street
Stockton, California 95202-3029 PROGRAM COORDINATORS
Margaret Lagono, REHS
Robert McClellon, REHS
Website: www.Sjgov.org/ehd Jeff CaFoey, R RENS, RDI
Kasey Foley, REHS
Phone: (209) 468-3420
Fax: (209)464-0138
October 8, 2009
Mr. Victorio Aranda
c/o Victor Aranda
1318 East Scotts Avenue
Stockton, CA 95205
Subject: Former Electro Delta Site Code: 2241
821 South Wilson Way
Stockton, CA 95205
Dear Mr. Aranda,
The San Joaquin County Environmental Health Department (EHD) has reviewed Interim
Remedial Action Work Plan (TRAP) dated September 14, 2009, submitted on your behalf
by Advanced GeoEnvironmental, Inc. (AGE) and has the following comments.
AGE proposes in the IRAP to initiate interim remediation by soil vapor extraction (SVE)
utilizing the two existing SVE wells (VW-1 and VW-2) and groundwater monitoring well
MW-5. The EHD approves initiating interim remediation by SVE, but approves the use of
VW-1 only as an extraction point. This is the well used in the SVE pilot test conducted on
July 29, 2008. In Soil Vapor Extraction Pilot Test dated November 4, 2008, AGE reported
the radius of influence determined from the test on VW-1 was 40 feet. This distance is
more than adequate to reach the areas of documented soil contamination at your site.
Please proceed with applying for all required building and air pollution permits and with
installation of the system. The deadline for start up of the interim remediation is
February 1, 2010.
If you have any questions please contact Lori Duncan at (209) 468-0337 or by email at
Iduncan(a)sicehd.com.
Sincerely,
Lori Duncan, Senior REHS Margaro, REHS
Registered Environmental Health Specialist Program Coordinator
c: James Barton, CVRWQCB 11020 Sun Center Drive, #200 Rancho Cordova, CA 95670
Ally Colavita, AGE 837 Shaw Road, Stockton, CA 95215
Susan Oakden, 1200 Watt Avenue, Sacramento, CA 95864
