Used Oil Tank MM
Containment Integrity Report
For
HMT Inspection
Tracy Express Carwash & Lube
Tracy, CA January 17,2019
SIGNIFICANT FINDINGS (CONT'D.)
ABOVEGROUND USED OIL TANK AND FACILITY (CONT'D.)
SECONDARY CONTAINMENT EVALUATION (USED OIL STORAGE TANK
FACILITY) (CONT'D.): The containment area has sufficient capacity to contain the
volume of the largest tank inside the area. These details meet the requirements for
secondary containment per EPA regulations for the maximum 72-hour clean-up period
for spills if the containment area is properly restored.
Since the Used Oil Tank is a double-wall tank (the outer tank is the secondary
containment structure), and the primary tank is not subject to rainfall or other runoff
accumulation per the EPA 25-year, 24-hour maximum rainfall / runoff accumulation
requirement for the containment area. The secondary containment structure is suitably
large enough to contain the volume of the primary tank within (500 gallons in this case).
INTERSTITIAL SPACE: The interstitial space of the tank had no product vapors
present based on gas testing by detection monitor. The interstitial space of the tank can
be visually monitored through couplings in the top of the tank.
TRANSFER PIPING EVALUATION: The Used Oil Tank has approximately 110 feet of
1-inch threaded carbon steel single-wall piping between the manually operated pump,
overhead oil collection bins, and tank. There is approximately 12 feet of 2-inch threaded
single-wall carbon steel piping between the tank and the truck connection box on the
building exterior above. The piping was found in acceptable condition along its entire
length based on Visual (VT) inspection. No leaks around the coupling joints were
detected at this time. In the event of leakage, spill clean-up kits are present in the
immediate area within the basement and within the Lube Bay above. The tank is
manually emptied approximately every 90 days or less and the contents trucked off site
for recycling. A log of this product removal is present on the tank and the manifests for
these transactions are available.
23264311 Used Oil Tank-DTSC Report r4(Rev 0) 2/7/2019 2:38 PM
