Wilson Way <br /> Stockton, CA 95205 <br /> By letter dated July 15, 2014, the San Joaquin County Environmental Health Department (EHD) <br /> directed the submittal of professional opinion on the health hazard/risk posed by direct contact <br /> with contaminated soil and exposure to petroleum vapor in outdoor and indoor air, and the extent <br /> and distribution of MTBE impact on the 102 S. Wilson Way site and extending to Eugenia Street. <br /> After review of Review Summary Report-Additional Work, Fifth Review, dated December 9, 2014, <br /> prepared by the California State Water Resources Control Board, Groundwater Monitoring Report <br /> — Second Quarter 2014, and Groundwater Remediation Report — Third Quarter 2014, both <br /> prepared by Advanced GeoEnviron mental, Inc. (AGE), the EHD modifies directives to be the <br /> following: <br /> • Demonstrate the lateral extent of impacted groundwater on maps and cross-sections <br /> based on data from the subject site and nearby sites; show estimated non-detect lines. <br /> Please include methyl-tert-butyl-ether (MTBE) on these figures. <br /> • The EHD concurs with AGE's recommendation to reincorporate extraction well EW-2 into <br /> the groundwater extraction (GWE) remediation process. The EHD directs continuation of <br /> GWE remediation until the current technology is no longer cost-effective, contaminant <br /> concentrations have declined and stabilize at levels sufficient to pass the Low-Threat <br /> Underground Storage Tank Case Closure Policy (LTCP) criteria, or you are directed <br /> otherwise. <br /> • AGE recommended preparation of a feasibility study report evaluating alternative <br /> groundwater remediation technologies for the site, such as air sparging, ozone injection, <br /> and in-situ chemical oxidation (ISCO). Please submit a Corrective Action Plan to the EHD <br /> within 60 days of the date of this letter, providing technical justifications and expected <br /> costs for implementing the preferred remedial alternative for the site. The current GWE <br /> remediation system should be one of the alternatives evaluated. <br /> • Modify the groundwater sampling schedule to be the following: <br /> o Semi-annual: MW-613, MW-6C, MW-7B, MW-7C, VW-1C, VW-2A, and VW-3A; <br /> o Annual: MW-6A, and MW-7A; <br /> o Biennial: MW-1, MW-2, MW-3, MW-4, MW-5, MW-6D, MW-6E, MW-7D, MW-7E, <br /> and MW-8; and <br />
