COMMUNIT <br /> r U L S Employee Participation <br /> stk- EHS- POL-021b <br /> 1 INTRODUCTION AND APPLICABILITY <br /> This plan outlines Employee Participation in the Safety Program and in Process Safety Management at the <br /> Community Fuels facility located at 809 -C Snedeker Ave, Stockton , CA 95203 (the " Facility" ) . <br /> Employee Participation in the Process Safety Management ( PSM ) is required by CalOSHA PSM regulations <br /> ( 8 CCR 5189 , Process Safety Management of Acutely Hazardous Materials ) , which requires to have a <br /> written plan . <br /> Employee participation in the Safety Program is an important element at the Facility . <br /> 2 EMPLOYEE PARTICIPATION IN PSM <br /> Community Fuels will consult with plant employees on the elements of the PSM program , as follows : <br /> 1 . PROCESS SAFETY INFORMATION — Train employees on location of information and , as part of the <br /> training, consult with employees o the process safety information . <br /> 2 . PROCESS HAZARD ANALYS — Train employees on contents of PHA, findings, recommendations and <br /> implementation of recommendations and , as part of the training, consult with employees on the <br /> PHA, findings, recommendations and implementation of recommendations . <br /> 3 . OPERATING PROCEDURES — Train employees on all standard operating procedures and, as part of <br /> the training, consult with employees on each SOP . <br /> 4 . TRAINING — Conduct all necessary training at the facility and, as part of the training, consult with <br /> employees on the contents of the training . Consult with employees on the Training Program . <br /> Training will at minimum include initial training at time of employment, on the job training as <br /> necessary for assigned duties, and at minimum an annual refresher, or at need if situation and <br /> incidents warrant retraining . <br /> 5 . CONTRACTORS — Train employees on the contents of the Contractor Safety Program and , as part <br /> of the training, consult with employees on the Contractor Safety Program . <br /> 1 <br /> 6 . PRE-STARTUP SAFETY REVIEW — Involve employees in the Pre Startup Safety Review <br /> f <br /> 7 . MECHANICAL INTEGRITY — Train employees on the contents of the Mechanical Integrity Program <br /> and , as part of the training, consult with the employees on the Mechanical Integrity Program . <br /> 8 . HOT WORK PERMIT — Train employees on the contents of the Hot Work Program and, as part of <br /> the training, consult with the employees on the How Work Program . <br /> 9 . MANAGEMENT OF CHANGE — Train employees on the contents of the MOC Program and, as part <br /> of the training, consult with the employees on the MOC Program . <br /> 10 .
