r ENVIRONMENTAL HEALTH DEPARTMENT °��; SAN JOAQUIN COUNTY * •z Donna K Heran, R E H S Una Supervisors Director 304 East Weber Avenue,Third Floor Call Borginan,R E H S • Al Olsen, RE H S Stockton,California 95202-2708 Mike Huggins, R E H S , R D i c4�J�oR�,P Program ManagerTelephone (209)468-3420 Douglas w Wilson,R E H S Laurie A Cotulla, R E H S Margaret Lagono,R E H S Program Manager Fax (209) 464-0138 Robert McClellon,R E H S Website www slgov org/ehd/ Jeff Carruesco, R E H S KEN AND ED ENDICH ti , ; AUG 3 1 2005 TOP FILLING STATION 1770 GILLIS RD SEP U t 2005 STOCKTON CA 95215 RE 101 S Wilson Way Stockton, California San Joaquin County Environmental Health Department (EHD) has been reviewing site data and status for your site (the 101 site) and the other two local recognized sites with releases from underground storage tanks (USTs), specifically the sites at 102 S Wilson Way (the 102 site) and 130 S Wilson Way (the 130 site) EHD is reviewing the data to better understand the plume(s) of dissolved methyl tert-butyl ether (MTBE) that appears to be migrating northeasterly between the 130 site and 102 site At the present time the plume appears to extend from the 102 site well MW-14 to the 102 site well MW-1513, a distance of approximately 280 feet from the 130 site UST area and approximately 360 feet from the 101 site The data to date suggests that the MTBE plume is not related to the release(s) on the 102 site and the consultant for that site has requested that responsibility for the wells installed on the 102 site currently primarily utilized to monitor the MTBE plume be transferred to the proper responsible party EHD cannot assign ownership and responsibility for wells to other parties, but can direct responsible parties to properly investigate, characterize and monitor their plumes Exchange of well ownership, etc, must be worked out between the parties involved and EHD larges all parties to work cooperatively on this issue At this time, it appears to EHD that, most likely, the dissolved MTBE plume was released on either the 101 site or the 130 site, or on both Please have your consultant review the data from the three known sites in the area and, in the context of an overall site conceptual model (SCM), offer a professional opinion as to the source or sources of the MTBE and the proportions contributed by each The model should show contaminant migration pathways consistent with the hydrogeological framework in the SCM and account for the observed contaminant mass distribution and migration history The model should adequately demonstrate all your consultant's interpretations and opinions The model and professional opinion are to be submitted to EHD no later than • 03 January 2006 i
