ENVIRONMENTAL HEALTH DEPARTMENT <br /> > SAN JOAQUIN COUNTY <br /> a ?� Donna K Heran, R F H S Una Supervisors <br /> Director 304 East Weber Avenue,Third Floor Carl Bol groan,R E H s <br /> Al Olsen, R E N S Stockton,Calitorn>ia 95202-2708 Mike Huggins, R E H S R D I <br /> e4�rKo��'�P Program Managei Telephone (209)468-3420 Douglas W Wilson, REH S <br /> Laune A Cotulla, R E N S Margaret Lagono,R E H S <br /> Prograin Manager Fax (209) 464-0138 Robert McClellon, R E H S <br /> Website www sjgov org/ehd/ Jeff Carruesco, R E H s <br /> KEN AND ED ENRICH AUG 3 1 2005 <br /> TOP FILLING STATION <br /> 1770 GILLIS RD SEEP 2005 <br /> STOCKTON CA 95215 <br /> RE 101 S Wilson Way <br /> Stockton, California <br /> San Joaquin County Environmental Health Department (EHD) has been <br /> reviewing site data and status for your site (the 101 site) and the other two local <br /> recognized sites with releases from underground storage tanks (USTs), <br /> specifically the sites at 102 S Wilson Way (the 102 site) and 130 S Wilson Way <br /> (the 130 site) <br /> EHD is reviewing the data to better understand the plume(s) of dissolved methyl <br /> ter#-butyl ether (MTBE) that appears to be migrating northeasterly between the <br /> 130 site and 102 site At the present time the plume appears to extend from the <br /> 102 site well MW-14 to the 102 site well MW-15B, a distance of approximately <br /> 280 feet from the 130 site UST area and approximately 360 feet from the 101 <br /> site The data to date suggests that the MTBE plume is not related to the <br /> release(s) on the 102 site and the consultant for that site has requested that <br /> responsibility for the wells installed on the 102 site currently primarily utilized to <br /> monitor the MTBE plume be transferred to the proper responsible party EHD <br /> cannot assign ownership and responsibility for wells to other parties, but can <br /> direct responsible parties to properly investigate, characterize and monitor their <br /> plumes Exchange of well ownership, etc, must be worked out between the <br /> parties involved and EHD urges all parties to work cooperatively on this issue At <br /> this time, it appears to EHD that, most likely, the dissolved MTBE plume was <br /> released on either the 101 site or the 130 site, or on both <br /> Please have your consultant review the data from the three known sites in the <br /> area and, in the context of an overall site conceptual model (SCM), offer a <br /> professional opinion as to the source or sources of the MTBE and the proportions <br /> contributed by each The model should show contaminant migration pathways <br /> consistent with the hydrogeological framework in the SCM and account for the <br /> observed contaminant mass distribution and migration history The model should <br /> adequately demonstrate all your consultant's interpretations and opinions The <br /> model and professional opinion are to be submitted to EHD no later than <br /> 03 January 2006 <br />
