SAN J 0 A Q U 1 N Environmental Health Department <br /> U ; i y4T 1 Iii <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> SKS ENT 1 18832 MELLO AVE, RIPON October 25, 2019 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 301 CCR 66262.34(d)(2) Facility not maintained to minimize the release of a hazardous waste. <br /> OBSERVATION: The following were observed with the shop: <br /> -Used oil observed accumulating on the floor from a chainsaw. <br /> -Used absorbent and oil stain observed near entrance of the shop by jumper cables. <br /> -Used absorbent and oil stain observed near entrance of the shop by chainsaw. <br /> -Used absorbent and oil stain observed in back of shop by west side of shop. <br /> -Used absorbent and oil stain observed in side of shop by two 55 gallon containers with waste diesel. <br /> -One 55 gallon drum with waste diesel observed with waste diesel accumulating on top of lid. <br /> Note: Operator states that used absorbent has been absorbing hazardous waste for approximately a week. <br /> REGULATION GUIDANCE:A hazardous waste generator must maintain and operate its facility to minimize the <br /> possibility of a fire, explosion, or any unplanned sudden or non-sudden release of hazardous waste or hazardous <br /> waste constituents to air, soil, or surface water which could threaten human health or the environment. <br /> CORRECTIVE ACTION: Immediately clean stains and pick up used absorbent. Manage the waste according to <br /> Title 22 California Code of Regulations for hazardous waste. Submit a statement and supporting documentation to <br /> the San Joaquin County Environmental Health Department describing the storage and final disposition of the <br /> cleaned up waste. <br /> This is a repeat violation, Class II. <br /> 403 CCR 66262.34(4)(2) Failed to keep hazardous waste containers closed except when adding or removing hazardous <br /> waste. <br /> OBSERVATION: The following open hazardous waste storage containers were observed in hazardous waste <br /> storage area: <br /> -One oil pan with used oil observed with no lid. <br /> REGULATION GUIDANCE:A container holding hazardous waste shall always be closed during transfer and <br /> storage, except when it is necessary to add or remove waste. <br /> CORRECTIVE ACTION: Immediately close these containers and ensure all hazardous waste containers are closed <br /> when not adding or removing waste.
