A complete three year bill of lading record for <br /> used oil filter recycling was not observed during the inspection. Bills of lading were not observed for the following <br /> date range: October 25th 2016 to October 25th 2019. <br /> REGULATION GUIDANCE: <br /> Persons generating,transporting, or receiving used metal oil filters shall use a bill of lading to record the transfer of <br /> used oil filters. Bills of lading must indicate generator,transporter, and receiving company names, addresses, <br /> telephone numbers,the quantity and size of used oil filter containers transferred, and the date of transfer.A copy of <br /> each bill of lading must be kept on the premises of the generator,transporter, and receiving facility where the used <br /> oil filters were handled. Copies of bills of lading shall be kept for a period of three years. <br /> CORRECTIVE ACTION: Immediately obtain all missing bill of lading recycling records that can be found. Used <br /> metal oil filters not stored, handled and disposed of according to this section are regulated as hazardous waste. <br /> Provide a corrective action statement, bill of lading recycling records and supporting documentation to the San <br /> Joaquin County Environmental Health Department(EHD)within 30 days. <br /> This is a minor violation. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by November 24th, 2019. <br /> Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate ($152). To schedule an <br /> appointment, please call (209)468-3420. <br /> Documents provided during inspection: Return to compliance certification, hazardous waste label, hazardous <br /> waste label minimum requirements sheet, free CUPA classes flier <br /> Waste streams found: waste oil, used metal oil filters, waste diesel, used absorbent/waste solids, parts washer <br /> waste. <br /> Note: The following item was corrected on site. <br /> OBSERVATION: The following designated facility signed copies of Uniform Hazardous Waste Manifest <br /> (UHWM) numbers were not found on-site. <br /> -005895293SKS (4/5/2017). Inspector sent manifest to operator via email. Operator printed out manifest and <br /> kept on site. <br /> REGULATION GUIDANCE: A hazardous waste generator shall keep a copy of each manifest signed in <br /> accordance with section 66262.23(a)for three years or until the generator receives a signed copy from the <br /> designated facility which received the waste. This signed copy shall be retained as a record for at least three <br /> years from the date the waste was accepted by the initial transporter.
