StatLab/Lodi (formerly American MasterTech [AMT]... then a family-
owned small business) began diverting rinsate in Spring of 2018 following a site visit from SCM. SCM notified the City of
Lodi and worked closely with Ms. Sandra Macomb (a former City Environmental Compliance Inspector)for a resolution.
Fortunately,AMT, as a common practice, used rinsate from feedstock containers as diluent for new product.
Consequently, the concentrations found in effluent were low. (Of the 8-to-10 shipments, only one involved a hazardous
waste manifest). It took quite some time to get contractors onsite for the first pick-up;three 275-gallon totes were
generated by that time.
The purpose of this correspondence is to inform the City as to how rinsate was managed subsequent to the notification
and to request permission to discharge 3.5 liters 0.01% uranyl nitrate to sewer. The picocurie-per-liter content is below
drinking water levels (16.9 vs. 24.2).
The hazardous waste label seen in the photo was used an interim means of managing the aqueous waste until the
radiation calculations were complete. (Please the attached excel spreadsheet).
We are also considering shipping the waste offsite as designated waste (currently having discussions with "Resource
Recovery") or hazardous waste.
Thank you very much for your review.
Earl Thomas
EH&S Instructor/Consultant
SCM
3160 Crow Canyon PI Suite#115
San Ramon, CA 94583
(925) 362-2265 ext 109
1
