A complete three year bill of lading record for <br /> used oil filter recycling was not observed during the inspection. <br /> REGULATION GUIDANCE: <br /> Persons generating,transporting, or receiving used metal oil filters shall use a bill of lading to record the transfer of <br /> used oil filters. Bills of lading must indicate generator,transporter, and receiving company names, addresses, <br /> telephone numbers,the quantity and size of used oil filter containers transferred, and the date of transfer.A copy of <br /> each bill of lading must be kept on the premises of the generator,transporter, and receiving facility where the used <br /> oil filters were handled. Copies of bills of lading shall be kept for a period of three years. <br /> CORRECTIVE ACTION: Immediately obtain all missing bill of lading recycling records that can be found. Used <br /> metal oil filters not stored, handled and disposed of according to this section are regulated as hazardous waste. <br /> Provide a corrective action statement, bill of lading recycling records and supporting documentation to the San <br /> Joaquin County Environmental Health Department(EHD)within 30 days. <br /> This is a minor violation. <br /> Overall Inspection Comments: <br /> Report amended on 10/31/19 to include Violation 113- Failed to keep copies of consolidated manifesting <br /> receipts for three years. Amended report emailed to matthewsfarming@gmail.com. <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by November 30, 2019. <br /> Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate ($152). To schedule an <br /> appointment, please call (209)468-3420. <br /> Documents provided during inspection: inspection report, return to compliance certification/statement of <br /> corrective actions, EPA ID application, brochure for household hazardous waste facility, brochure for pesticide <br /> container recycling programs, labeling guidance, hazardous waste labels, drained used oil filter labels. <br /> Waste streams found: used oil, used oil filters <br /> Notes: <br /> Any generator of used oil is allowed to self transport, in a vehicle under the control of the generator, up to 55 <br /> gallons of used oil in containers not greater than 55-gallon capacity to a used oil collection facility. No hazardous <br /> waste manifest is required . Please keep a record of quantity, date, and location of destination facility for all oil <br /> disposed off not on a manifest. <br /> Oil filters can still drip oil after they have been drained, therefore oil filters must be places in a container that can <br /> capture all of the used oil that continues to drain from the filters.
