OIL WATER SEPARATOR SYSTEM DECOMMISSIONING REPORT <br /> Pilot Flying J Travel Center #618 <br /> 1501 N . Jack Tone Road <br /> Ripon , San Joaquin County, California <br /> 1 . 0 INTRODUCTION <br /> Broadbent & Associates, Inc . ( Broadbent) has prepared this Oil Water Separator System <br /> Decommissioning Report summarizing removal of an oil water separator ( OWS ) at the Pilot Flying <br /> J Travel Center #618 located at 1501 N . Jack Tone Road , Ripon , San Joaquin County, California <br /> ( Site or PFJ # 618 ) on behalf of Pilot Travel Centers, LLC ( Pilot) . Soil sampling was conducted to <br /> fulfill the requirements of the San Joaquin County Division of Environmental Health ( SJCDEH ) <br /> regarding OWS removal . This report includes a general summary associated with field activities <br /> performed , decommissioning actions, compliance soil sample analytical results, and discussion . <br /> A Site Location Map is included as Drawing 1 . Drawing 2 depicts the Site and the location of the <br /> OWS . <br /> 2 . 0 PERMITTING <br /> The OWS system consisted of a 4, 000-gallon concrete three ( 3 ) stage unit with an attached 1, 000- <br /> gallon fiberglass reservoir tank ( side tank) . Per the SJCEHD the concrete separator was not subject <br /> to compliance sampling requirements under the County, however the side tank constituted an <br /> underground storage tank ( UST) and was therefore subject to permitting and sampling . Jones <br /> Covey Group, Inc . , ( General Contractor License #804431 — Class A, B ) subsequently submitted a <br /> SJCEHD application for permit to remove the UST . <br /> SJCEHD issued permit# SR0081075 to remove Tank #039 - 101821310007 - 1, 000-gallon <br /> Hazardous Waste ( oil from separator ) on December 17, 2019 . <br /> The City of Ripon Building Department issued a Building Permit on December 16, 2019 for <br /> installation of a new 4, 000-gallon underground oil water separator at the Site . <br /> Copies of permits issued for the removal and replacement of the OWS and associated UST are <br /> I included in Appendix A . <br /> 3 . 0 OIL WATER SEPARATOR/ UST REMOVAL <br /> 3 <br /> I <br /> Jones Covey Group, Inc . (JCGI ) excavated and removed the UST on January 2 , 2020 in the <br /> presence of a SJCEHD inspector . Overburden soil was excavated from the top of the tank in <br /> preparation for tank cleaning and removal . The tank was then cleaned using pressurized water <br /> with degreaser . Approximately 150 gallons of waste tank wash water was generated during the <br /> cleaning process . Waste tank wash water was hauled for offsite disposal as Non - RCRA Hazardous <br /> Waste Liquid ( Water with Trace Hydrocarbons ) under Uniform Hazardous Waste Manifest <br /> #019436832 JJK . A copy of the waste manifest for transportation and disposal of the waste tank <br /> wash water is included in Appendix B .
