S A N J D AR I N Environmental Health Department <br /> (L)j ;"� 1 y <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> DIRT MOVERS 1930 W FREMONT ST, STOCKTON July 14, 2020 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 110 CCR 66262.40(a) Failed to keep signed copy of manifests from the designated facility for three years. <br /> OBSERVATION: Designated facility signed copy of Uniform Hazardous Waste Manifest(UHWM)number <br /> 018446073 JJK, ship date 5-30-18,for oily solid waste was not found on-site. <br /> REGULATION GUIDANCE: A hazardous waste generator shall keep a copy of each manifest signed in accordance <br /> with section 66262.23(a)for three years or until the generator receives a signed copy from the designated facility <br /> which received the waste. This signed copy shall be retained as a record for at least three years from the date the <br /> waste was accepted by the initial transporter. The hazardous waste generator must submit a copy of the manifest <br /> to the California Department of Toxic Substances Control (DTSC)within 60 days if the destination facility signed <br /> manifest copy is not received from the transporter or designated facility. <br /> CORRECTIVE ACTION: Locate a copy of the destination facility signed manifest 018446073 JJK, ship date <br /> 5-30-18, keep on-site and send a copy to the San Joaquin County Environmental Health Department(EHD). <br /> This is a Class II violation. <br /> 113 HSC 25160.2(b)(3) Failed to keep copies of consolidated manifesting receipts for three years. <br /> OBSERVATION: Copies of the consolidated manifest receipts listed below were not available for review during the <br /> inspection: <br /> 275 gallons used oil, shipped 9-7-17 <br /> 220 gallons used oil, shipped 11-17-17 <br /> 50 gallons code 343 waste, shipped 2-14-18 <br /> 200 gallons used oil, shipped 2-14-18 <br /> 110 gallons used oil, shipped 4-4-18 <br /> 40 gallons code 343 waste, shipped 4-4-18 <br /> 110 gallons code 223 waste, shipped 4-5-18 <br /> 280 gallons used oil, shipped 8-31-18 <br /> 50 gallons code 343 waste, shipped 8-31-18 <br /> 50 gallons code 343 waste, shipped 11-17-18 <br /> 220 gallons used oil, shipped 11-17-18 <br /> 180 gallons used oil, shipped 1-22-19 <br /> REGULATION GUIDANCE: The generator shall retain each consolidated manifest receipt for at least three years. <br /> This period of retention is extended automatically during the course of any unresolved enforcement action regarding <br /> the regulated activity or as requested by the department or a certified unified program agency. <br /> CORRECTIVE ACTION: Immediately locate a copy of all consolidated manifest receipts listed above and maintain <br /> them on site.
