Fire Station#3 SITE CODE: 1278 <br /> 1701 West Washington <br /> Stockton CA <br /> San Joaquin County Public Health Services,Environmental Health Di ision(PHS/EHD)has completed review of the"Site <br /> Characterization" report prepared by Twining Laboratories and dated J ily 18, 1996. PHS/EHD has the following comments for <br /> your consideration and response. <br /> On December 19, 1996, four soil borings were advanced for the purpo a of collecting soil and groundwater samples. The report <br /> indicated that the samples were submitted to Twinning Laboratories an some samples were then submitted under subcontract to <br /> APPL for analysis. The samples were held by the sampler from Decen iber 19, 1996 until December 24, 1996. Unfortunately,only <br /> one page of two,of the initial chain of custody was submitted and no pain of custody was submitted for the samples which were <br /> forwarded to APDL. Please submit the missing chains of custody. Als ,the Twinning Laboratories'report failed to include QA/QC <br /> data and the APPL QA/QC data that was submitted did not include the sample#R24244-46439W,which PHS/EHD assumes is the <br /> grab groundwater sample from SPI. It is not clear whether or not this sample was analyzed within the required 14 day holding time, <br /> if preserved with HCl acid. Please also submit this information. <br /> The summary tables of the analytical results which were obtained during the investigation included the notation of ND. As the <br /> summary table will be used as part of the historical record for the site, please prepare a summary table which indicates what <br /> detection limits were achieved. Please also submit boring logs which ftve been signed by an appropriate registered professional. <br /> Soil and groundwater contamination was detected in samples collected from SPI and SP2. PHS/EHD does agree that the evidenced <br /> contamination appears limited. In order to evaluate this site for no further action,please submit the following information: <br /> A description of why you believe this site presents a low risk to groundwater quality. The description should include a <br /> discussion of the total mass and distribution of the specific contaminants in the vadose zone and groundwater. <br /> The potential fate of the contaminants and the depth and distance that the groundwater and soil plumes will extend before <br /> the contaminants can not be detected. <br /> Please note that until the product piping is properly deconned and either closed in place or removed,this site will not be considered <br /> for site certification. PHS/EHD in correspondence dated January 3, 1996, requested that a piping removal plan be submitted <br /> immediately. PHSIEHD has not received the required plan. You should note that the City of Stockton is in violation of the Health <br /> and Safety Code.
