As PHSIEHD noted in prior correspondence, u iderground storage tank piping <br /> remained in place which was not properly abandoned. <br /> To investigate the piping for possible closure in-place a soil boring was drilled in an area <br /> thought to be adjacent to the piping; however, in the process of drilling, the piping was <br /> encountered. A hole was put into the top part of the piping and product was released. <br /> Evidently, there was still product in the piping. The irill rig was moved and another <br /> borehole drilled approximately 10" north of the first )oring. A core representing 0 to 4 feet <br /> below grade was collected which field screening in icated was contaminated. The bottom <br /> of the borehole with the breached piping was stuffed with a balled up ziplock bag and the <br /> top was filled with concrete, instead of neat cement which might have displaced more of <br /> the product remaining in the piping, potentially creating a larger problem. <br /> Pursuant to our telephone conversation on December 19, 1996, the City of Stockton will <br /> remove the product still in the piping, remove the piping and excavate any soil <br /> contaminated with the product which was just released.
