Hunter and Associates for the above referenced site
On April 6, 1993 approximately 120 cubic yards of contaminated soil were excavated from
areas surrounding the former underground storage tank location This soil was stockpiled
on site Sidewall soil sample results indicate that soil contamination has been removed
laterally above groundwater. The excavation was filled with clean material in May 1993
Previously PHS/EHD staff was informed that the stockpiled soil would be disposed of at a
landfill Therefore, PHS/EHD staff did not witness sampling of the stockpile Field
compositing of the soil was performed prior to laboratory analysis. This method of sampling
allows volatilization so sample results do not reflect actual conditions
In order to dispose of the contaminated soil on-site, further sampling will be required Since
ground water can rise to five feet below ground surface at this site, discrete sampling and
analysis should be performed. A couple of alternatives should be considered. A permit or
exemption can be obtained from the San Joaquin Valley Unified Air Pollution Control
District and sampling can occur after the soil has aerated for a period of time or the
stockpile can be resampled in its current state with PHS/EHD staff present
In addition, since contaminated soil was removed from depths at which groundwater
sometimes rises to, a groundwater investigation will be required PIease submit a workplan
for this phase of the investigation by October 15, 1993
•
1 Division of pan Joaywn(ounry Heaith t are semr,,,5 r
IRECEIVED ; ,J 3
