Waterloo Road <br /> Stockton, CA <br /> EXECUTIVE SUMMARY <br /> Waterloo Liquor is a convenience store and gasoline station located at the intersection of <br /> Waterloo Road and Filbert-Street in Stockton, California. The station sells unleaded <br /> gasoline, which is stored in three 12,000-gallon underground storage tanks. The tanks are <br /> single-wiled and by law must be removed or replaced by the end of 1998. <br /> Excavation to remove the tanks may reveal evidence of contaminated soil if an <br /> unauthorized release of petroleum has occurred during operation of the tanks. Although <br /> contamination levels are likely to be well below those considered hazardous by the State <br /> of California Department of Toxic Substances and San Joaquin County Environmental <br /> Health, the Environmental Health Division will probably request that the extent and <br /> magnitude of the contamination be investigated, and may also require efforts to remove <br /> the contamination. Therefore, the owner of the property plans to excavate and dispose of <br /> any contaminated soil that may be encountered when the tanks are removed. Excavation <br /> is an accepted and highly effective means of eliminating potential threats to public health <br /> from contaminated or hazardous soil. <br /> After the tanks have been removed, a hazardous materials specialist will examine the <br /> excavation for evidence of contamination, such as gasoline odors or petroleum staining. If <br /> evidence of residual contamination is observed, an exavator or backhoe will be used to <br /> deepen or enlarge the excavation as necessary to remove the contaminated soil. The <br /> excavated soil will be temporarily stockpiled in a convenient location near the excavation <br /> so that it can be sampled before being loaded into dump trucks for transport and disposal <br /> to an approved disposal facility. <br /> After the tanks have been removed, new tanks will be installed in their place in . <br /> accordance with health, fire, and other regulations. The replacement may take several <br /> weeks to complete.
