PHS/EHD has prepared the following comments for your
consideration.
On October 14, 1993, three underground storage tanks were removed and soil samples
evidencing soil contamination were collected. On October 18, 1993, after the former tank
pit had been over -excavated to a maximum depth of 33 feet below ground surface (bgs), soil
samples characterizing the residual soil contamination were collected.
Stockpiled soil with documented contamination was removed from the site. Please submit
soil disposal documentation.
Significant soil contamination was evidenced in the samples collected from the western floor
(30-33 feet bgs) of up to 860 ppb ethylbenzene, 7,900 ppb xylene, 600 ppm TPH-gas, and
4,600 ppm TPH-diesel and in samples collected from the western sidewall (16-18 feet bgs)
of up to 680 ppb benzene, 39,000 ppb ethylbenzene, 230,000 ppb xylene, 2,400 ppm TPH-gas
and 9,900 ppm TPH-diesel.
Additional soil investigation will be necessary to determine the extent of soil contamination,
in order to calculate the mass balance of residual soil contamination. Once the extent of soil
contamination has been determined the site may be evaluated for closure or additional
remediation required. Enclosed for your information is a copy of the "Addendum to
Appendix A" dated October 7, 1993 prepared by the Central Valley Regional Water Quality
Control Board which outlines the information necessary for closure evaluation.
Please submit by March 15, 1994, a work plan to perform the soil investigation requested.
Please also be aware that quarterly monitoring of the existing monitoring wells should
continue. The next quarterly monitoring event should be scheduled immediately.
A Division of San Joaquin County Health Care Services
