Kirsch, the Lessors of a Lease at the <br />captioned location. The Lease is dated December 1, 1984, <br />with Beacon Oil Company as Lessee and was renewed for an <br />additional five-year period beginning December 1, 1989. <br />Mr. Kirsch and his sister, Ms. Kirsch, are in their <br />middle to late 701s. They have requested that in the future <br />all correspondence and documents concerning any matters <br />pertaining to the Lease be directed to my attention. They <br />are particularly concerned about your corporate counsel's <br />statement to Mr. Kirsch in a February 11, 1991, letter that, <br />"the costs to monitor these wells are the responsibility of <br />the lessor." In addition a recent letter from the San <br />Joaquin County Public Health Services/Environmental Health <br />Division ("PHS/EHD") requested that a quarterly monitoring <br />report be prepared and submitted by November 14, 1991. The <br />letter was sent to both the Kirsch's as owners and Ultramar <br />as operator. <br />Although Mr. Kirsch and his sister are designated as an <br />additional responsible party by PHS/EHD, your company as <br />operator is considered the primary responsible party as <br />reiterated in Miss Laurie A.
