As you will _recall, this <br />property is owned %.by Mr. Quentin Kirsch, not Ultramar, and under lease <br />agreement, Mr. Kirsch is responsible for the contamination detected at the <br />property. <br />Your letter inaccurately documents that this project was d:iscussed.at a <br />June 26,. -1991 meeting in which Ultramar, Applied-GeoSystems, San Joaquin <br />Public Health Service, and:Central Valley Regional Water Quality Control <br />Board personnel were._present -and that it. was agreed.. that quarterly, <br />monitoring should commence. Please review Eleanor Ratliff's' notes -as she <br />.was present at the meeting and nei.theryou nor Ms. Mary,Meays were. It is <br />very dangerous for a publ-ic' agency to. document incorrect facts. <br />_Ultramar has consistently, defended their position of not being the <br />responsible party. for any -',further asse's'sment or quarterly monitoring `at' <br />the site.
