As.you will recall, this <br />property is owned%.'by 'Mr. Quentin Kirsch, not Ultramar, -and under lease <br />agreement, = Mr. Kirschtis respon•si'ble for the contamination detected at the <br />property. <br />Your letter inaccurately documents that this project was discussed at a <br />June. 26, 1991 meeting i -n which Ultramar, Applied GeoSystems, San Joaquin <br />Public Health Service, and -Central Valley Regional Water Quality Control <br />Board personnel were present and. that' it was agreed that quarterly, <br />monitoring should. commence. Please review --Eleanor Ratl.iff's notes -as she <br />-was present at the meeting and neither you.nor Ms. 'Mary.Meays were. It is <br />very dangerous for a public agency to document incorrect facts. <br />Ultramar has-consistentl.v_ defended their_ position..of not being the.. <br />responsible party .fo.r., any, further assessment'or quarterly monitoring at <br />the site. A copy of the lease agreement between Ultramar (formerly Beacon. <br />Oil Company) and Mr.. .Kirsch was fbrwarded-:to Ms..
