Three open totes, three Dollar General carts, and a
Dollar General basket were found in an area labeled "Damages," and were filled with various items, including possible hazardous waste items. Oscar
confirmed that the items in the totes, carts, and basket were damages waiting to be processed. According to a Dollar General guidance document titled "Is
It Waste?" a "product is waste if it meets any of the following criteria: damages and unusable, leaking, missing labels, has a broken sprayer or actuator,
cannot be designated for store use."
