When asked how employees determine which of the differently categorized hazardous waste(HW)totes a waste item belongs in, Tony Yang, Store Manager, said each item is scanned using a hand-held scanner,which will sometimes state which HW tote the item belongs in.Tony indicated that when the scanner does not specify which HW tote an item belongs in,employees will read the item's label and ingredients, as well as the Dollar General(DG)HW guidance poster and documents,which provide product examples and key words for each of the HW categories, to determine which HW tote an item belongs in(see photos IMG 8262, 8264).When asked what employees do if they are still unsure about which HW tote a waste item belongs in,Tony stated he will call Eric Voyles, DG Director of Facilities Management.Tony also mentioned that he is able to submit a ticket notification using the facility's computer to notify DG Corporate if the hand-held scanner does not provide a HW classification for an item when that item is scanned. The waste items listed below were observed in the HW totes, but at the time of inspection it could not be determined how the HW determinations for each of these items were made.The hand-held scanner did not specify which HW tote the items should go in, and the DG Environmental Compliance HW poster and guidance documents did not list these types of items: 1. The following waste items were found in totes labeled as Flammable HW(IMG 8156, 8163-8, 8241, 8252-4): -A True Living Citro Candle -A DG Home Tropical Nector Fragranced Candle -A Glade Candle -A True Living Paradise Orchid Candle -Two wax candles of unknown brands 2.Adjacent to the HW storage shelves were five grey totes labeled as Toxic HW,two blue totes labeled as Universal Waste, and one blue tote labeled as Flammable HW, stacked on top of each other. One of these Toxic HW totes contained the following waste items:The following waste items were found in HW tote labeled as Toxic HW(IMG 8208-8211, 8222-3, 8240): -A bottle of Stainmaster carpet pet stain remover -A bottle of Sewing Patch Craft& Repair Liquid Adhesive The business operator does not have hazardous waste determination records that support the current handling and disposal of the waste. A business operator shall keep records of any hazardous waste determinations made in accordance with Title 22 California Code of Regulations(CCR)section 66262.11 for at least three years from the date that the waste was last sent to an on-site or off-site treatment, storage, or disposal facility. The records may include Safety Data Sheets (SDS),waste test results or other hazardous waste determination documentation. Assemble the hazardous waste determination documentation for the above listed waste observed at the time of inspection, maintain on site and submit a copy to the San Joaquin County Environmental Health Department(EHD). If hazardous waste determination documentation is not available, immediately make a hazardous waste determination and begin managing the above listed wastes as specified in Title 22 CCR. Use Safety Data Sheets(SDS),waste sampling and test results or other knowledge to support your hazardous waste determination. Waste testing must be done using methods specified in Title 22 CCR including sections 66261.20-24.
