S M NA O A Q U I N Environmental Health Department <br /> COUNTY— <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> Dollar General#13357 1201 W Main St. Ripon Au ust 12 2019 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 103 CCR 66262.40(c) Failed to retain hazardous waste determination including waste analysis on site for 3 years. <br /> When asked how employees determine which of the differently categorized hazardous waste(HW)totes a waste item <br /> belongs in, Tony Yang, Store Manager, said each item is scanned using a hand-held scanner,which will sometimes <br /> state which HW tote the item belongs in.Tony indicated that when the scanner does not specify which HW tote an <br /> item belongs in,employees will read the item's label and ingredients, as well as the Dollar General(DG)HW guidance <br /> poster and documents,which provide product examples and key words for each of the HW categories, to determine <br /> which HW tote an item belongs in(see photos IMG 8262, 8264).When asked what employees do if they are still <br /> unsure about which HW tote a waste item belongs in,Tony stated he will call Eric Voyles, DG Director of Facilities <br /> Management.Tony also mentioned that he is able to submit a ticket notification using the facility's computer to notify <br /> DG Corporate if the hand-held scanner does not provide a HW classification for an item when that item is scanned. <br /> The waste items listed below were observed in the HW totes, but at the time of inspection it could not be determined <br /> how the HW determinations for each of these items were made.The hand-held scanner did not specify which HW tote <br /> the items should go in, and the DG Environmental Compliance HW poster and guidance documents did not list these <br /> types of items: <br /> 1. The following waste items were found in totes labeled as Flammable HW(IMG 8156, 8163-8, 8241, 8252-4): <br /> -A True Living Citro Candle <br /> -A DG Home Tropical Nector Fragranced Candle <br /> -A Glade Candle <br /> -A True Living Paradise Orchid Candle <br /> -Two wax candles of unknown brands <br /> 2.Adjacent to the HW storage shelves were five grey totes labeled as Toxic HW,two blue totes labeled as Universal <br /> Waste, and one blue tote labeled as Flammable HW, stacked on top of each other. One of these Toxic HW totes <br /> contained the following waste items:The following waste items were found in HW tote labeled as Toxic HW(IMG <br /> 8208-8211, 8222-3, 8240): <br /> -A bottle of Stainmaster carpet pet stain remover <br /> -A bottle of Sewing Patch Craft& Repair Liquid Adhesive <br /> The business operator does not have hazardous waste determination records that support the current handling and <br /> disposal of the waste. <br /> A business operator shall keep records of any hazardous waste determinations made in accordance with Title 22 <br /> California Code of Regulations(CCR)section 66262.11 for at least three years from the date that the waste was last <br /> sent to an on-site or off-site treatment, storage, or disposal facility. The records may include Safety Data Sheets <br /> (SDS),waste test results or other hazardous waste determination documentation. <br /> Assemble the hazardous waste determination documentation for the above listed waste observed at the time of <br /> inspection, maintain on site and submit a copy to the San Joaquin County Environmental Health Department(EHD). <br /> If hazardous waste determination documentation is not available, immediately make a hazardous waste determination <br /> and begin managing the above listed wastes as specified in Title 22 CCR. Use Safety Data Sheets(SDS),waste <br /> sampling and test results or other knowledge to support your hazardous waste determination. Waste testing must be <br /> done using methods specified in Title 22 CCR including sections 66261.20-24.
