Julie indicated that when the scanner does not specify which HW tote an <br />item belongs in, employees will read the item's label and ingredients, as well as the Dollar General (DG) HW guidance <br />poster and documents, which provide product examples and key words for each of the HW categories, to determine <br />which HW tote an item belongs in (see photos IMG 8049, 8051-7). When asked what employees do if they are still <br />unsure about which HW tote a waste item belongs in, Julie stated she will place the item into the Toxic HW tote. Julie <br />did not know who to call in case she had questions about an item's hazardous waste determination. Additionally, Julie <br />was not aware of DG's Respond ticketing system to submit a notification to DG Corporate regarding the scanning <br />system not providing a HW category for a particular waste item. <br />The waste items listed below were observed in the HW totes, but at the time of inspection it could not be determined <br />how the HW determinations for each of these items were made. The hand-held scanner did not specify which HW tote <br />the items should be placed in, and the DG guidance poster and documents did not list these types of items: <br />1. The waste items listed below were found bagged and inside a tote labeled Flammable HW (IMG 8016-24): <br />- Two cardboard boxes containing wax candles, approximately seven to eight candles total, and one brand of which <br />was called True Living in Vanilla Sugar scent. It could not be determined how the HW determination for the candles <br />was made, since the scanner did not indicate which HW tote the candles should be placed in, and the DG HW poster <br />and guidance documents did not list candles or a similar type of item. Also, a wax candle was found in a Toxic HW <br />tote (IMG 8025, 8044-5). <br />2. The waste items listed below were found bagged and inside a tote labeled Toxic HW (IMG 8031, 8037-9, 8044-5): <br />- Approximately five individually packaged Bowl Fresh (toilet) Bowl Cleaner and Air Fresheners. The DG Oxidizer HW <br />guidance document pictured a DG Home Automatic In -Tank Toilet Bowl Cleaner, which appeared to be a similar type <br />of item to the Bowl Fresh cleaner. Also, according to the DG Flammable HW guidance document, air fresheners are <br />to be placed in the Flammable HW tote. <br />- A wax candle. It could not be determined how the HW determination for the candle was made, since the scanner did <br />not indicate which HW tote the candle should be placed in, and the DG HW poster and guidance documents did not <br />list candles or a similar type of item. Also wax candles were found in a Flammable HW tote (IMG 8016-9). <br />A generator shall make a hazardous waste determination and keep a record of any test results, waste analyses, or <br />other determinations made in accordance with hazardous waste regulations for at least three years from the date that <br />the waste was last disposed of. <br />Immediately locate a copy of the hazardous waste determination made for the hazardous waste items listed above, <br />ensure store employees are familiar with these waste determinations, and submit a copy to the EHD. <br />If a copy is unavailable, immediately make a hazardous waste determination and begin managing the above listed <br />waste under Title 22 hazardous waste regulations.
