SAN J O A Q U I N Environmental Health Department <br /> C. l J ;\j I Y <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> INLAND INDUSTRIAL TIRE NORTH, INC 3039 Transworld Dr, Stockton July 15, 2020 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 605 CCR 66262.34(f) Failed to completely label containers or portable tanks of hazardous waste. <br /> OBSERVATION: In the hazardous waste storage area, one blue 55 gallon steel drum containing used oil had a <br /> hazardous waste label that was missing the hazardous properties, physical state, accumulation start date, name <br /> and address of the generator, and the words"Hazardous Waste." <br /> REGULATION GUIDANCE: All hazardous waste containers shall be marked with the following information: the <br /> words"Hazardous Waste", name and address of generator, hazardous properties, physical state, composition <br /> (contents), and accumulation start date. <br /> CORRECTIVE ACTION: Immediately label the container as required for hazardous waste. Provide a corrective <br /> action statement and supporting documentation to the San Joaquin County Environmental Health Department <br /> (EHD)within 30 days. <br /> This is a minor violation. <br /> 608 CCR 66266.130 Failed to properly manage used oil and fuel filters. <br /> OBSERVATION: This facility generates drained used metal oil filters. The metal filters are taken to the Sacramento <br /> yard for disposal. The facility did not have any bills of lading showing the transport between the Stockton and <br /> Sacramento facilities. <br /> REGULATION GUIDANCE: <br /> Persons generating,transporting, or receiving used metal oil filters shall use a bill of lading to record the transfer of <br /> used oil filters. Bills of lading must indicate generator,transporter, and receiving company names, addresses, <br /> telephone numbers,the quantity and size of used oil filter containers transferred, and the date of transfer. A copy of <br /> each bill of lading must be kept on the premises of the generator,transporter,and receiving facility where the used <br /> oil filters were handled. Copies of bills of lading shall be kept for a period of three years. <br /> CORRECTIVE ACTION: Immediately start to keep complete bills of lading for the transport of the oil filters. Provide <br /> a corrective action statement and supporting documentation to the San Joaquin County Environmental Health <br /> Department(EHD)within 30 days. <br /> This is a Class II violation. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by August 14, 2020. <br /> To minimize person to person contact EHD is choosing to write the name of person receiving the report instead <br /> of having them sign.
