(IMG 7535-6) <br /> 2.The following bagged waste items were found in an Acid HW tote(IMG 7552-3): <br /> a. An open box of Garnier Color Sensation Permanent Hair Color, containing a container of developer and a <br /> container of colorant cream."Acid"appeared to be written on the outside of the box. On the box's label, hydrogen <br /> peroxide was listed as an ingredient in the developer, and ammonium hydroxide was listed as an ingredient in the <br /> colorant cream.According to the DG Poster and Oxidizer HW Guidance, hydrogen peroxide is classified as an <br /> Oxidizer,and ammonia and hydroxides are classified as Alkaline. (IMG 7554-62) <br /> b.A container of DG Home Lemon Ammonia. However, according to the DG Poster and Alkaline HW Guidance, <br /> ammonia is classified as Alkaline. (IMG 7568-71) <br /> Incompatible wastes shall not be placed in the same container, or in an unwashed container that previously held an <br /> incompatible waste or material. A container holding a hazardous waste that is incompatible with any waste or other <br /> materials transferred or stored nearby in other containers, piles,open tanks, or surface impoundments shall be <br /> separated from the other materials or protected from them by means of a dike, berm,wall, or other device. <br /> Immediately separate the flammable hazardous waste from the oxidizer hazardous waste, and the alkaline hazardous <br /> waste from the acidic hazardous waste, and transfer these incompatible wastes into separate containers. <br /> This is a Class II violation. <br /> Overall Inspection Comments: <br /> Notes: <br /> - Bill scanned a Comet cleaning powder containing bleach in order to show where the scanner would state the <br /> cleaning powder should be placed if it were damaged and could no longer be sold.The scanner indicated that <br /> cleaning powder should be placed in the Toxic HW bin. However, according to the DG Poster and Oxidizer HW <br /> Guidance, waste items containing bleach are classified as Oxidizer HW. (IMG 7606-7607) <br /> An inspection checklist was provided to the facility operator on the day of inspection. The EHD has written the <br /> complete report which replaces the initial checklist on 8/1/2019. <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by 8/31/2019. <br /> Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate ($152).
