SHAWN Environmental Health Department <br /> COUNTY— <br /> Small <br /> O U N r Y— <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> Dollar General#14130 4115 N EL DORADO ST STOCKTON July 19 2019 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS Il,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 103 CCR 66262.40(c) Failed to retain hazardous waste determination including waste analysis on site for 3 years. <br /> According to Bill Davis, Store Manager, in order to determine if a waste item is a hazardous waste(HW), and to <br /> determine which HW tote the item should be placed into based on its hazardous properties,employee's use a <br /> hand-held item scanning system. Once a waste item's barcode is scanned,the scanner's screen will prompt the <br /> employee if the item is HW by stating which of the seven different HW totes the item should be placed in. The seven <br /> different HW totes at the facility are labeled as flammable, oxidizer, acid, alkaline,toxic, smoking cessation, and <br /> universal waste. <br /> The bagged waste items listed below were found in HW totes at the time of inspection, however the hand-held scanner <br /> prompted Bill to place the items into the"Appropriate" HW tote, but did not specify which of the seven totes. <br /> According to Bill,when this occurs, employees rely on the Dollar General(DG) Environmental Compliance Poster <br /> (Poster)(see photo IMG 7483)and the DG Guidance document(IMG 7497-502)posted next to the HW storage area, <br /> to determine which HW tote an item should be placed in. However,the DG Poster and Guidance document did not <br /> include the items listed below, nor a similar type of item,to assist employees in making an accurate HW <br /> determination. <br /> 1.A Glade candle, found in the Toxic HW tote. (IMG 7486, 7495-6,7527) <br /> 2.A seemingly empty container of Pine Glo Antibacterial and Disinfectant cleaner,found in the Toxic HW tote. <br /> According to Bill,this cleaner was a store-use item,which was used by employees to clean the facility. Bill stated <br /> that store-use items are given a store use number and have the item's barcode crossed out.According to Bill, empty <br /> chemical containers are also scanned to determine which hazardous waste tote the item should be placed in. Bill <br /> stated he thought the Pine Glo should go into the Flammable HW tote since he thought Pine Sol cleaner,which is <br /> pictured on the DG Flammable HW Guidance,was similar to the Pine Glo cleaner. (IMG 7507-10) <br /> Bill stated if he is still unable to determine which HW tote a waste item belongs in, he will usually place the item into <br /> the Toxic HW tote. Bill also mentioned he can submit a ticket to corporate notifying them about an item that is not <br /> assigned a specific HW tote on the scanner, so that corporate can update the scanning system. <br /> Immediately locate a copy of the hazardous waste determination made for the hazardous waste items listed above, <br /> ensure store employees are familiar with these waste determinations, and submit a copy to the EHD. <br /> If a copy is unavailable, immediately make a hazardous waste determination and begin managing the above listed <br /> waste under Title 22 hazardous waste regulations. <br /> This is a Class II violation. <br /> FA0010801 PR0537834 SCO01 07/19/2019 <br /> EHD 22-01 Rev.09/27/2018 Page 4 of 12 Small Quantity Hazardous Waste Generator OIR <br /> 1868 E.
