Environmental Health Department <br />AMENDED <br />6/23/2020 <br />Underground Storage Tank Program Inspection Report <br />Date: <br />April 07, 2020 <br /> Facility Address: <br /> 1904 DANIELS ST, MANTECA <br /> Facility Name: <br /> ARCO AM/PM #83831* <br />Other Violations <br /> 2010 □ V □ R □ COSUnlisted General violation See below <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br /> 103 HSC 25292.2, 25299.30 Failure to submit and maintain complete and current financial responsibility documents. <br />OBSERVATION: Current financial responsibility documents were not found on site. <br />REGULATION GUIDANCE: A copy of current financial responsibility documents are required to be maintained on <br />site. <br />CORRECTIVE ACTION: Immediately obtain a copy of the facility's financial responsibility documents and maintain a <br />copy on site. <br />This is a minor violation. <br /> 209 CCR 2716(a-e) Failure to conduct the designated UST operator visual inspection at least once every 30 days. <br />OBSERVATION: Designated operator reports were not signed within the required time frame. <br />-The 4/28/2020 and 5/27/2020 designated operator reports were not signed by the owner/operator. <br />REGULATORY GUIDANCE: Within 48 hours of the completion of the designated UST operator visual inspection, <br />the designated operator shall sign and provide the owner or operator with a copy of the inspection report. Within 48 <br />hours of being provided a signed copy of the report, the owner or operator shall provide a description of each <br />corrective action taken or to be taken and shall sign and date the report, acknowledging the identified compliance <br />issues. <br />CORRECTIVE ACTION: Ensure all designated operator inspection reports are completed and signed within the <br />required time frame in the future. <br />This is a repeat violation, Class II. <br /> 305 HSC 25290.1(e) VPH monitoring of the interstitial spaces of the UST system is not maintained. <br />OBSERVATION: The brine sensor in UDC 9/10 failed when tested. <br />REGULATION GUIDANCE: The interstitial space of the UST shall be maintained, as designed, under constant <br />vacuum or pressure such that a breach in the primary or secondary containment is detected before the hazardous <br />substance is released into the environment. <br />CORRECTIVE ACTION: Correct immediately by having a properly licensed, trained, and certified contractor replace <br />the failed component with a functional component (LG 113-x listed, if applicable), and obtain a permit within one <br />business day from the EHD, if needed. If the failed component can’t be replaced immediately, there is a possibility <br />that the UST system may be red tagged to prevent fuel inputs. <br />This is a minor violation. <br />Overall Inspection Comments: <br />On site for the monitoring system certification. The testing was not witnessed in its entirety.
