SAN J O A Q U I N Environmental Health Department <br /> C U i Y <br /> Underground Storage Tank Program Inspection Report <br /> Facility Name: Facility Address: Date: <br /> OUICKI KLEEN CAR WASH 707 E YOSEMITE AVE, MANTECA October 25, 2018 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item N Remarks <br /> 209 CCR 2716(a-e) Failure to conduct the designated UST operator visual inspection at least once every 30 days. <br /> The designated operator failed to check and note the correct test dates for the secondary containment test on the <br /> 4/30/18, 5/21/18 and 9/20/18 designated operator monthly inspection report.The date listed in the DO reports stated <br /> 2/24/16 however the test was performed on 10/14/15 and 2/24/16. During the monthly inspection,the designated <br /> operator shall check that all required testing and maintenance for the UST system have been completed and <br /> document the dates they were done. Ensure that designated operators performing monthly inspections at this <br /> facility are including all of the required information on the reports. <br /> This is a repeat violation, Class It. <br /> 306 CCR 2630(d) Monitoring equipment is not installed or maintained to detect a leak at the earliest opportunity. <br /> The under all dispenser containment(UDC)appeared to be previously be monitored with floats and chains however <br /> 208 sensors were observed during today's inspections.The floats and chains have not been removed from the <br /> UDCs, and in the monitoring plan it list a 208 sensor as means of monitoring.The UDCs have not been properly <br /> converted to allow the 208 to detect a leak at the earliest opportunity.The UDCs have dividers at the bottom of the <br /> pans for float and chains, preventing the 208 sump sensor located in UDC 1/2, 3/4,5/6 and 7/8 located to detect a <br /> leak at the earliest opportunity. Monitoring equipment shall be maintained to be able to detect a leak at the earliest <br /> possible opportunity. Immediately contact a properly licensed,trained,and certified contractor to address under <br /> permit and inspection of the EHD, if required. Ensure that all monitoring equipment is maintained to detect a leak at <br /> the earliest opportunity. <br /> This is a Class It violation. <br /> 320 CCR 2635,2637.2,2665, 2712 Failure to comply with the installation, inspection, or record keeping of the overfill <br /> prevention. <br /> Owners or operators of underground storage tanks that do not meet California Code of regulations,title 23 division <br /> 3,chapter 16 section 2635(c)(2)shall test overfill prevention equipment once by October 13th,2018 and every 36 <br /> months thereafter;and within 30 days of the date of a repair.The site did not performed the testing by October 13th, <br /> 2018. Ensure to conduct overfill prevention equipment inspection within the time frame provided by the regulation <br /> and submit test results within 30 days of performing the inspection.
