Facility Response: Tracy Combined Cycle Power plant updated the Emergency <br /> Response Procedures in the CERS database and submitted on August 6, 2020. Rick <br /> Vogler was replaced with Randy Shepard, the new Operations Manager. <br /> Inspection Finding,: HSC 25508(a)(1) Failed to annually review and certify that the <br /> business plan is complete, accurate, and up to date. The business plan information has <br /> not been reviewed and resubmitted in the California Environmental Reporting System <br /> (CERS) annually by the due date. The business plan was submitted late on January 31, <br /> 2020 for Calendar year 2020. The hazardous material inventory shall be submitted by <br /> January 15 of each year and may be submitted beginning November 1 of the previous <br /> year. <br /> No corrections needed. Violation was corrected on 113112020. <br /> Facility Response: Facility will comply with the business plan annual submission <br /> window as required by The San Joaquin County Environmental Health Department. <br /> • Inspection Findincl: HSC 25505(a)(4) Failed to provide or document initial and/or <br /> refresher training to appropriate personnel. Employees training records for items A, B, <br /> and C below were not available during the inspection. The business pian shall include <br /> provisions for ensuring that appropriate personnel receive initial and annual refresher <br /> training. All employees shall be trained in safety procedures in the event of a release or <br /> threatened release of a hazardous material, including, but not limited to, familiarity with <br /> the following pians and procedures: <br /> (A) immediate notification contacts to the appropriate local emergency response <br /> personnel and to the unified program agency. <br /> (B) Procedures for the mitigation of a release or threatened release to minimize <br /> any potential harm or damage to <br /> persons, property, or the environment. <br /> (C) Evacuation plans and procedures, including immediate notice, for the <br /> business site. This training shall be documented electronically or by hard copy <br /> and shall be made available for a minimum of three years. Immediately provide <br /> employee training for appropriate personnel and submit a copy of the training <br /> records to the EHD. <br /> Facility Response: Tracy Combined Cycle Power plant administered training that <br /> address's all items noted in this respective finding.
