SAN 10 A Q U I N Environmental Health Department <br /> ".% I Y AMENDED <br /> 9/24/2019 <br /> Large Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> ALEXANDERS DIESEL REPAIR 1055 S STOCKTON ST, STOCKTON September 19,2019 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 601 CCR 66262.34(a)Stored hazardous waste on site longer than 90 days without a permit or authorization. <br /> OBSERVATION:The following hazardous waste containers/tanks were observed on-site without an accumulation <br /> start date: <br /> In the wash bay: <br /> -One trash can containing used oil and oily debris <br /> -One 250 gallon used oil tank <br /> -One 105 gallon used antifreeze tank(1/3 full) <br /> In the bay that borders the wash bay: <br /> Three 15 gallon drain pans containing used oil(full) <br /> REGULATION GUIDANCE: Facilities who generate more than 1000 kg of hazardous waste per month may store <br /> waste on site up to 90 days. <br /> CORRECTIVE ACTION: Since it cannot be determined how long the hazardous waste has been on site, <br /> immediately contact a licensed hazardous waste hauler to dispose of this waste under manifest.Submit a copy of <br /> the manifest to the EHD within 30 days. <br /> This is a Class II violation. <br /> 605 CCR 66262.34(f)Failed to completely label containers or portable tanks of hazardous waste. <br /> OBSERVATION: Hazardous waste containers were observed on-site with incomplete labeling. In the wash bay, <br /> one trash can containing used oil and oily debris was missing a hazardous waste label <br /> In the bay that borders the wash bay,three 15 gallon drain pans containing used oil(full)were missing hazardous <br /> waste labels. <br /> REGULATION GUIDANCE: All hazardous waste containers shall be marked with the following information: the <br /> words"Hazardous Waste", name and address of generator, hazardous properties, physical state,composition <br /> (contents),accumulation start date <br /> CORRECTIVE ACTION: Immediately label the containers as required for hazardous waste. Provide a corrective <br /> action statement and supporting documentation to the San Joaquin County Environmental Health Department <br /> (EHD)within 30 days. <br /> This is a Class II violation. <br /> Overall Inspection Comments: <br /> An inspection checklist was provided to the facility operator on the day of inspection. The EHD has written the <br /> complete report which replaces the initial checklist. <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by October 24, 2019. <br /> The report was emailed to Alexander Dunn, Owner, at<alexdunn1588@gmail.com>. <br /> Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate ($152).
