Effectiveness of Removal Actions <br /> A. Assessment of Response Success or Failure <br /> The response was considered to be highly successful <br /> according to the FOSC' s following criteria: <br /> 1 . Health and Safety <br /> No reponders were killed or injured and the public was <br /> protected. <br /> To maintain consistency, a multi-agency team was formed to <br /> develop a unified site safety plan. Health & safety was perceived <br /> as the highest priority by all personnel and there was strict <br /> adherence to site safety procedures . <br /> 2 . Tactics <br /> The decision by CDF not to employ massive amounts of water, <br /> foam and/or dirt to suppress the fire was a good one . Attempts to <br /> suppress the super-heated fire fueled by 1-2 million tires would <br /> have been ineffective and likely made the situation worse . Past <br /> experience has shown that suppression can accelerate pyrolysis <br /> and the production of oil, contaminated runoff and emissions of <br /> toxic air pollutants . <br /> The landfill fire was successfully extinguished. An <br /> effective fire break was established which impeded the spread of <br />
