Remediation Project <br /> 3.1 Planned Scope of Work <br /> The proposed remediation for the Panoche Burn Site included designing an earth cover and <br /> retention dam and basin; reconsolidating the tire ash and contaminated soil to the upper <br /> regions of the canyon; constructing a compacted, monolithic low permeability soil over the <br /> contaminated material; constructing a retention structure and drainage controls; providing <br /> erosion control; and securing the site. <br /> 3.1.1 Engineering Consultant Responsibilities, CH2M HILL <br /> CH2M HILL's work included the following major tasks: <br /> > Conduct initial site survey and site investigation (sampling and analysis, topographic <br /> survey and drawings, and design report) <br /> > Prepare design (plans, supplemental specifications, and quantity estimates) <br /> > Provide construction management (direct and layout site survey and controls, serve <br /> as point-of-contact for CIWMB on construction issues and local inquiries, conduct <br /> sampling, maintain daily record of activities) <br /> > Perform additional environmental samples to determine the composition of the pyrolytic <br /> oil and possible health risk <br /> > Assist in field designs including the retention structure and geomembrane liner <br /> > Prepare site drawings <br /> > Prepare record of survey and assist the CIWMB engineer with Construction Completion <br /> Report <br /> Appendix C contains the design report for the site. <br /> 3.1.2 Remediation Contractor Responsibilities, Sukut Construction Company <br /> Sukut Construction Company's work included the following major tasks: <br /> > Prepare a remediation work plan <br /> > Provide project supervision for construction activities <br /> > Prepare a health and safety plan and perform personnel air monitoring <br /> > Furnish payment and performance bonds <br /> > Mobilize and demobilize manpower, equipment, and support materials <br /> > Provide normal and emergency site utilities and facilities <br /> > Provide dust control and temporary erosion control protection <br /> > Verify vertical and horizontal limits of burn ash <br /> > Remove and encapsulate the burn ash and contaminated soil <br /> > Construct a monolithic earthen cover <br /> > Construct a retention dam <br /> > Place 60-mil geomembrane over the toe of the fill <br /> CIWMB 9 <br />
