PANOCHE BURN SITE REMEDIATION
3.4.2.1 Ash, Underlying Soil, and Background Samples
On October 23 and 24, 1996, three burn ash samples, two soil samples 3 to 6 inches directly
beneath the burn ash, and four background soil samples were collected by the CIWMB and
CH2M HILL engineers. The burn ash and underlying soil samples were obtained from the
bottom of the ravine next to the old retention dam. The CIWMB engineer intended to retrieve
three underlying soil samples, but the contaminated layer below the ash was impenetrable to
hand tools. Only two locations were found where the "asphalt-like" layer could be penetrated.
The ash samples (AS-1, AS-2, and AS-3) were analyzed for:
> Title 22 Metals,TTLC, EPA Method 6010/7471
> Title 22 Fluoride, EPA Method 300
Title 22 Hexavalent Chromium, EPA Method 7196
> California Assessment Manual (CAM) 17 Metals, STLC, EPA Method 6010/7470
> CAM-17, STLC Deionized Water (DI) Wet Extraction Test (WET) for Zinc, EPA
Method 6010
> Total Recoverable Petroleum Hydrocarbons (TRPH), EPA Method 418.1
> Hardness by Calculation, EPA Method 2340B
> General Minerals/Metals,EPA Method 6010
> Methylene Blue Active Substances (MBAS), EPA Method 425.1
> Alkalinity, EPA Method 310.1
> Electrical Conductivity, EPA Method 120.1
> Total Dissolved Solids (TDS), EPA Method 160.1
> Anions, EPA Method 300.0
> pH, EPA Method 9040
> Semi-Volatile Organics, EPA Method 8270
The underlying ash samples (UAS-1 and UAS-2) and background soil samples (BSS-1
through BSS-4) were analyzed for the same EPA methods, except they were not analyzed for
CAM 17 STLC metals and the STLC DI-WET for zinc.
3.4.2.2 Confirmation Samples
On November 5, 1996, a black stained area along the northern side slope and the upper end
on the canyon was discovered. The blackened material was 3 to 6 feet below the ash and
asphalt-like layer. Four confirmation soil samples were collected in this area to determine the
composition of the stained soil. CSS-1, CSS-2, CSS-3, and CSS-4 were analyzed for:
> Total Zinc TTLC, EPA Method 6010
> TRPH, EPA Method 418.1
> Halogenated Volatile Organics, EPA Method 8010
CIWMB 25
