PANOCHE BURN SITE REMEDIATION <br /> placed perpendicular to the down slope with a minimum of 3-inch overlap. Work stopped <br /> over the Thanksgiving holiday. <br /> On November 27, 1996, the DFG notified the CIWMB engineer that the placement of the <br /> pyrolytic oil on top of the burn ash fill would not adequately protect fish and wildlife or their <br /> habitat. <br /> The CIWMB engineer authorized Sukut to place a"clay plug" throughout the stained area. A <br /> 60 mil co-extruded HDPE geomembrane was placed on top of the clay fill where the water <br /> level from the approximate 100-year storm contacts the clay plug. The geomembrane was <br /> anchored into a cutoff wall to prevent water from migrating into the contaminated soil. The <br /> cutoff wall was keyed into the natural clay barrier in front of the gravel lenses. <br /> Scrapers built an earthen berm leading to the mouth of the canyon. <br /> Week 11 - 12/2/96 through 12/6/96 <br /> Sukut continued to place the clay plug at the stained area in the bottom of the canyon and <br /> fabric with clay in the upper-west end of the fill area. CH2M HILL performed three nuclear <br /> density gauge tests in the southeastern strip (i.e., lower fill area). Scrapers moved soil from <br /> the upper plateau source and unloaded the clay along the northwestern area. Geotextile was <br /> unrolled in the northern-most area. The barrier layer was completed on the top deck. <br /> Sukut constructed the retention dam. CH2M HILL performed nuclear density gauge tests on <br /> each lift, and compaction results were good. The HDPE geomembrane liner was installed <br /> over the clay plug and stained areas of the side slope. Sukut excavated spillway and anchor <br /> trenches. Rain delayed work. <br /> Week 12- 12/9/96 through 12/13/96 <br /> The vegetative layer was placed over the barrier layer. Sukut finished the spillway cut for the <br /> new retention dam. Swales were cut at the top of the canyon, and the cutoff wall was <br /> excavated for the HDPE liner. Rain delayed work. Sukut built the check dam above the toe of <br /> the HDPE liner to protect the cutoff wall from runoff. The cut off wall was reworked, and <br /> erosion damage was repaired. <br /> The CIWMB engineer and U.S. EPA federal coordinator visited the site. <br /> Sukut continued to place vegetative layer at the upper end of the canyon. Sukut began final <br /> grading at upper canyon and placed the barrier layer on the geotextile and HDPE liner. The <br /> concrete subcontractor installed rebar in the spillway. The water truck was still needed to <br /> moisture-condition soil for proper compaction. <br /> Week 13 - 12/16/96 through 12/20/96 <br /> Hydroseeding began, and erosion control blankets were installed. The concrete subcontractor <br /> poured spillway. Hydroseeding was completed, and Armor-Loc was placed on the top of the <br /> dam. The fencing subcontractor began installing posts. <br /> A Central Valley RWQCB field representative performed a final site walk with the CIWMB <br /> project engineer. <br /> CIWMB 15 <br />
