PANOCHE BURN SITE REMEDIATION <br /> ➢ Overall inspection to determine the site conditions <br /> ➢ Replacement of damaged fence and signage <br /> ➢ Repair of the erosion rills <br /> ➢ Placement of additional clay cover if erosion rills are significant <br /> ➢ Placement of additional grass seed <br /> ➢ Removal of trees, shrubs, or other deep rooting vegetation <br /> Also, the RP should inspect the site periodically after large storms or other significant events. <br /> If the RP inspects and repairs the site annually, costs to the RP should be minimal. Other <br /> tasks and maintenance may be required by regional environmental agencies (e.g., the Central <br /> Valley RWQCB or Fresno County Community Health Department). <br /> To prevent unauthorized development and restrict the land use to non-irrigated open space, a <br /> record of survey was filed with the County of Fresno, Recorder's Office to reveal the known <br /> hazardous waste placed in the upper canyon. The revised record of survey was filed in <br /> January 1998 on Parcel No. 009-041-28, southwest quarter of Section 21,T13S, R11E, <br /> M.D.B.&M, as shown in Book 29 of Record of Surveys on page 76. The following infor- <br /> mation was provided by the CIWMB engineer and placed on the record of survey: <br /> 1. The Panoche Tire Burn Ash Site was remediated in February 1997, by the California <br /> Integrated Waste Management Board (CIWMB) pursuant to Public Resource Code 48020 <br /> et seq. (Solid Waste Disposal and Codisposal Cleanup Program). <br /> 2. A minimum 4 feet of compacted earth cover, composed of fat clay, was placed over the <br /> encapsulation area. All burn ash and pyrolytic-stained soil were placed under the clay cap. <br /> 3. The entire burn dump was fenced with a Caltrans specification five-strand barbed wire <br /> fence. The fence was placed a minimum of+/- 50 feet beyond the extent of the material. <br /> 4. The encapsulated burn ash and contaminated soil contain known substances that are <br /> classified as hazardous in California Administrative Code Title 22 (see Construction <br /> Completion Report for the Panoche Tire Burn Ash Site date December 1997 at the Cali- <br /> fornia Integrated Waste Management Board, Solid Waste Cleanup Program, 8800 Cal <br /> Center Drive, Sacramento, California, 95826). <br /> 5. The CIWMB recommends that all postclosure land use (PCLU ) be restricted to activities <br /> that will not penetrate the clay cover or expose the waste (e.g., non-irrigated open space). <br /> In addition to the other required approval for PCLU, proposed land uses that violate these <br /> recommended restrictions should be submitted to the California Department of Toxic <br /> Substances Control for approval pursuant to Section 25233 or 25234 of the California <br /> Health and Safety Code. <br /> CIWMB 42 <br />
