the Planning Commission, at its sole discretion, shall deter- <br /> mine that further review is unnecessary. This review shall <br /> be for the purpose of adding conditions or revoking this per- <br /> mit, as the Planning Commission may determine is necessary to <br /> provide adequate fire protection, air pollution control, vec- <br /> tor or rodent abatement, or any other nuisance abatement. <br /> 7 . All-weather access roads for fire protection, site inspec- <br /> tion, and nuisance abatement shall be provided to all areas <br /> of the tire storage. <br /> 8 . Personnel are to be on the site at all times. <br /> 9 . A bulldozer is to be on the site. The bulldozer shall be in <br /> an operational condition at all times . <br /> 10 . The site must be secured at all times , and the property is to <br /> be fenced excluding the area adjacent to the Banta Carbona <br /> Irrigation District. The area to the north is to be tem- <br /> porarily gated or barricaded at the close of business for <br /> each day. <br /> Comms. Morri and Gillispie voted no. Comm. PM-81-66 OF EUGENE BARTOLOMEI, to amend <br /> PM-81-66 by removing a condition of approval for Assessor Parcel No. <br /> 187-070-21 which states, "Parcel B is not to be a building site. " <br /> The property is located on the west side of Bartolomei Road, 550 feet <br /> south of Mobley Road, east of Stockton. <br /> Assistant Planner Wylla Satterness introduced the staff report into <br /> the record. She noted that several telephone inquiries had been <br /> received, and people came to the counter in regard to this proposal . <br /> Mrs . Satterness noted that this same condition has been removed in six <br /> similar situations . <br /> PUBLIC HEARING OPENED <br /> PROPONENTS: Gene Bartolomei was present and said he is a full-time <br /> walnut grower and does commercial drying and hulling. He said he has <br /> been farming since 1959 and grew up on this farm. His daughter and <br /> son-in-law live in the home he grew up in and now Mr. Bartolomei wants <br /> to build another home for himself . He plans to consolidate his home <br /> with the buildings that are existing. It fits right in with his <br /> farming practices. He plans to retire on the new homesite. Mr. <br /> Bartolomei noted that if something should happen to him, or if he ever <br /> wanted to sell this property, it would be difficult, and would be <br /> almost worthless due to the condition restricting Parcel B. He said <br /> there are parcels similar to his without such a restriction. He said <br /> he should not be singled out or penalized because he wants to build <br /> PC: 1/22/87 -11- MINUTES <br />
