Subcontractors may employ <br /> health and safety procedures that afford them a greater measure of personal protection <br /> than those specified in this plan so long as they do not pose additional hazards to <br /> themselves, the environment, or others working in the area. <br /> 5.0 HAZARDS OF KNOWN OR EXPECTED CHEMICALS OF CONCERN <br /> The United States Environmental Protection Agency (U.S. EPA) Emergency Response <br /> Section, under the authority of the Comprehensive Environmental Response, <br /> Compensation and Liability Act (CERCLA) and Superfund Amendment and <br /> Reauthorization Act (SARA), directed the Superfund Technical Assessment Response <br /> Team (START) to conduct a removal assessment of the Site. The field sampling <br /> activities were conducted from October 15 through December 13, 2001. The purpose <br /> of the removal assessment investigation was to determine the impact on soil and <br /> groundwater quality at the Site due to the tire fire. Additionally, analytical data was <br /> gathered to determine the extent of contamination at the Site and to characterize waste <br /> for removal by the California Integrated Waste Management Board. <br /> Soil sampling at the Site was conducted under the guidance of the U.S. EPA in the <br /> northwestern portion of the Site from October 15 through 18, 2001. A total of 36 soil <br /> samples were collected. Based on data collected during October 2001, soil sampling <br /> results indicated that concentrations of antimony, arsenic, cadmium, cobalt, copper, <br /> iron, lead, manganese, and zinc exceeded background concentrations (Ecology and <br /> Environment, Inc. [EEI] 2002). Arsenic concentrations in all the soil samples collected <br /> exceeded the established preliminary remediation goal (PRG) reference concentration <br /> of 2.7 milligrams per kilogram (mg/kg), but were below the arsenic background <br /> concentration (4.4 mg/kg) and regional soil reference concentration (4.7 mg/kg). <br /> Eight of the 36 soil samples contained high concentrations of metals that indicated <br /> potential for leachability. Seven metals from the eight soil samples were analyzed by <br /> soluble threshold limit concentration (STLC) and toxicity characteristic leaching <br /> procedure (TCLP). Zinc was the only metal of the seven analyzed that significantly <br /> exceeded the action level (250 milligrams per liter) for the STLC. No metals exceeded <br /> the representative action level for the TCLP. <br /> Groundwater samples were collected from the four on-site groundwater monitoring <br /> wells (MW-1, MW-2, MW-3, and MW-4) on December 13, 2001. Chemical <br /> compounds detected in groundwater samples included aluminum, antimony, arsenic, <br /> barium, beryllium, chromium, iron, lead, manganese, nickel, silver, and methyl-tert <br /> butyl ether (MtBE). <br /> Chemical compounds of potential health concern for site workers and that were <br /> detected at higher concentrations are listed below with their respective concentration <br /> ranges. <br /> Page A-4 HSP-TncyTirnFimGWS=plingJ h <br />
