Page 13 <br /> 500.3.2 Existing (pre-construction) Control Measures <br /> Figure 3 illustrates an existing (pre-construction) control measure encountered within the project <br /> site: <br /> TIP, - � <br /> Fiqure 3 <br /> The site entrance has an improved surface, compacted base roadway, covered with 1" minus <br /> aggregate. It is designed to handle large trucks and heavy construction equipment. It should be <br /> noted, that although this appears to be a "track-out" BMP, the Royster facility is remotely located <br /> and one must travel in excess of a mile on a gravel road in order to reach the nearest public <br /> street. <br /> 500.3.3 Nature of Fill Material & Existing Data Describing the Soil <br /> Soils at the site are classified as aggregate that ranges in size from pea gravel down to fine sand. <br /> There is little moisture in the soil and it rapidly soaks water at the surface. <br /> The construction site is partially covered by burn ash that was the result of a large tire fire that <br /> swept through the property. There are 34 piles of burn ash in total, each containing high levels of <br /> zinc and pyrolytic oil. The zinc was a product used in the steel belting found in radial tires, and <br /> the pyrolytic oil oozed from the rubber compounds as they burned. <br /> Although the zinc does not present a toxic hazard, it is classified as a "heavy metal" in CCR 22. <br /> Zinc is a soluble metal that can leach into ground waters below the surface. The primary aspect <br /> of the job is to excavate the burn ash and remove it from the site. The levels of pyrolytic oil will be <br /> sampled and analyzed to determine specific hazards, if any prior to excavations. <br /> There is also an area suspected to contain heavy concentrations of lead. Lab analysis will <br /> indicate the types and levels of actual contamination in this soil. Contaminated soils will be <br /> excavated and removed from the site. Necessary precautions will be taken in order to protect <br /> workers from the toxic hazard, to include "supplied air" where required. <br /> Prepared: April 12, 2003 <br />
